국문 초록

한반도를 둘러싼 정세변화의 유동성이 증대되어 기존의 질서가 근본적인 변환의 조짐이 나타나고 있다. 한국의 입장에서는 국제 환경의 변화에 따른 적응과 발전을 위한 새로운 활로의 방향성이 안개 속에 놓여 있다. 특히 2016년 연이어 감행된 북한의 4차, 5차 핵실험과 미국과 중국의 관계 변화가 동북아 세력질서의 현상유지를 변화시키는 요인으로 작용하고 있다. 본 연구에서는 이러한 문제의식을 공유하면서 우선, 한반도 정세의 동태성이라는 차원에서 최근의 북한 핵 문제에 따른 한반도 주변 정세의 불안정성에 대하여 살펴본다. 둘째는, 동북아 정세 변화의 중요한 변수로서 미중관계의 갈등적 변환 가능성의 중요한 요소들을 짚어본다. 또한 동북아 정치지형의 불확실성이 커지면서 나타나고 있는 질서 변화의 양태에 대하여 살펴본다. 마지막으로는 기존의 관성적 역학관계에서 탈피하면서 가변성이 증대되고 있는 동북아 지역정세 변환의 과정 속에서 한국의 전략적 입장과 함의를 탐색해본다.

영문 초록

As the variability of political situation surrounding the Korean Peninsula is increasing, a possibility of fundamental transformation in existing political order in the region is also growing. Korea’s new direction to adjust to these changes in the international environment is not clear, yet. In particular, the fourth and the fifth nuclear test in North Korea plays as a factor changing the status quo of Northeast Asia. In addition, structural changes in the US-China relations may have impacts on the status quo in Northeast Asia. In this context, this study looks at the relative instability of the situation around the Korean Peninsula due to the recent North Korean nuclear issue. Second, I would discuss US-China relations as an important variable which makes impacts on the Northeast Asia conflict structure. Finally, I look at the process of transformation, moving away from the existing relations of inertia, and try to explore the implication of the transformation to Korea and South Korea’s strategy to cope with it.
