국문 초록

이 논문은 동남아시아에서 벌어진 두 개의 비대칭적 내전과 그 해결과정에 초점을 맞춘다. 여기서 ‘비대칭적 내전’이라는 의미는 내전 당사자 한쪽의 힘이 다른 쪽보다 월등히 우월한 상태의 내전을 말하며, 이러한 힘의 비대칭성에 기반해서 우월한 당사자는 무력을 통한 분쟁해결에 강한 유혹을 느낀다. 이 논문이 다룰 케이스는 인도네시아 아체 반란과 필리핀 모로 반란이다. 이 두 케이스는 공통적으로 비대칭적 내전의 형태를 띄고 있으며, 또한 최근 협상을 통한 내전 당사자들간의 성공적인 비폭력 내전해결을 이루었다. 이와 관련해서, 이 논문은 아체와 모로 케이스에 있어서 성공적인 비폭력 협상 결과를 이끌어낸 주요 요소를 살펴보고자 한다. 이 논문은 분쟁당사자들의 비대칭성이 가져오는 조건에 초점을 두면서, 재임중인 인도네시아, 필리핀 정부의 정치적 의지가 두 반란 케이스의 협상을 통한 비폭력적 내전해결에 있어서 주 요소로 작동 했음을 주장한다. 그러나, 이러한 주장은 재임중인 행정부의 정치적 의지만으로 분쟁해결이 이루어진다는 것을 의미하지는 않는다. 이 논문에서 강조하는 것은 비대칭적 내전해결에 있어서, 쉽게 유혹을 느낄 수 있는 무력적 해결보다는 상대적으로 평화적인 방법을 추구하는 인도네시아와 필리핀 정부의 정치적 의지가 내전해결의 필수적 요소이었으며, 내전해결에 영향을 미치는 다른 요소들 보다 내전해결과정에 더 중요하게 작동하였음을 지적한다.

영문 초록

This paper intends to focus on two asymmetric conflicts in Southeast Asia. One is the Aceh insurgency in Indonesia and the other is the Moro insurgency in the Philippines. Both cases have recently ended with relatively successful conflict outcomes. As for these cases, this paper is to address the question of what chiefly determined the successful outcomes of the Aceh and Moro insurgencies. It clarifies and examines the factors that affected the outcome of both conflicts. In taking particular note of the special conditions apparent in the Aceh and Moro cases of the asymmetry of the conflicting parties, this paper argues that the political will of the incumbent state involved is the chief factor of the outcomes of the Aceh and Moro insurgencies. Yet, it does not claim to establish a definitive distinct causative factor for the outcomes in both cases. What this paper stresses is that the political will of the Indonesian and Filipino governments to secure relatively peaceful outcomes of the conflicts outweighs any other dynamic to become the chief factor contributing to the outcomes of the respective conflicts.
