국문 초록

본고는 중국 동북3성(省)정부가 추진하는 지역개발정책이 중앙정부가 일대일로(一帶一路) 정책을 채택하는 국가전략의 거시적 변화와 연계해 미시적 수준인 경제기술개발구와 초국경 소지역협력에 어떠한 영향을 미치는지 살펴보고자 한다. 특히 이들 정책이 동북아 접경지역의 경제기술개발구과 연계되는 인프라 구축, 투자, 고용, 물류 등에 어떠한 영향을 미치는가를 파악하고자 한다. 중국은 동북아 접경지역의 경제기술개발구에 경제적 영향력을 확대시키고 있다. 그럼에도 이 지역에 중국의 직접투자는 상대적으로 적은 편이고 정치적 불안 요인으로 인해 기술과 자본의 우위에 있는 일본이나 한국 기업의 투자 활동은 미미한 수준이다. 동북아 접경지역에서 경제기술개발구 간에 협력과 경쟁이 발생하는 한편, 소지역 간에 경쟁도 동시에 일어나고 있다. 이들 접경지역의 소지역협력 형성은 對북제재 등의 북한변수에 영향을 받아 국지적이고 제한적이어서 구조적 공백의 한계를 드러낸다. 이러한 현실에 비추어 보건대, 제한된 네트워크 이론이 보다 설명력이 있어 보인다. 한국기업도 대외환경요인을 우선 고려하면서 이들 접경지역 경제기술개발구의 인프라 구축 정도, 제도적 지원, 민족 유대감 활용, 원⋅부자재 조달 등 중요한 요소를 고려해 투자지를 선정해 중국기업과 합작을 통해 북한노동자를 활용하는 전략을 모색할 수 있을 것이다.

영문 초록

This study aims to investigate how the regional development programs conducted by local governments on the meso-level linked to the recent macro-economic change of adopting the ‘One Belt-One Road’ project implemented by the Chinese government will influence the economic technology development zones(ETDZs) and small regional cooperation across the border at the micro-level. In particular, we explore how they would affect infrastructure, investment, employment, and logistics in the ETDZs on the borderland of China, North Korea, and Russia. China has been obviously expanding economic influence on the ETDZs in the borderland of Northeast Asia. Even so, the amount of Chinese direct investment is still small and the direct investment from Korea and Japan, who have relative advantages in terms of technology and capital is also meager due to the political instablity in this region. It is interesting to see that there are cooperation and competition among ETDZs and competition between micro-regions in the borderland of Northeast Asia. Forming networks still seems to be limited on a local basis due to the North Korea factor such as the economic sanctions towards North Korea. In terms of investing in the ETDZs on the border areas of Northeast Asia, Korean firms would be better off making joint ventures or cooperating with Chinese firms to use the North Korean workers imported into China, in light of important elements such as infrastructure, institutional arrangements, ethnic ties, sourcing of raw materials and parts etc. besides the North Korea variable.
