국문 초록

본 연구는 2016년대만 총통선거에서 정당과 후보들이 선거과정 중 제시한 이슈정책을 양안정책이슈, 경제정책이슈, 청년정책이슈로 분석해보았다. 연구방법은 문헌분석법과 총통선거를 직접시찰하고 몇 차례의 현지 인터뷰를 병행하였다. 제14차 대만총통선거에서는 민진당의 차이잉원이 309만 표의 큰 차이로 압승하여 여야가 정권교체를 함으로서 양당정치가 궤도에 오르고 있는 실정이다. 특히 그는 주위사람들과 잘 소통하며 심지어 타 정당인 국민당 사람들과도 잘 어울리는 장점을 가지고 있다. 이번 대만 총통선거의 특징으로는 먼저 양당제 정치의 궤도화 및 청년이슈를 통한 다당제 정치의 부각이다. 두번째는 최초 여성총통 당선으로 Gender Shift와 민진당 입법위원의 기반확장을 특징으로 꼽을 수 있다. 특히 이번 총통선거에서는 ‘현상유지 양안정책이슈의 선점’과 경제정책이슈가 우선관건이었다. 그러나 비록 많은 국민들의 여론과 함께 ‘현상유지’의 양안정책이슈를 고수하더라도 미국 등 국제사회와의 외교문제를 비롯하여 국내적으로는 경제이슈, 노인복지를 비롯하여 청년실업 등도 풀어나가야 할 관건이다. 본 연구의 결과, 대만총통선거는 양안정책이슈, 경제정책이슈, 청년·노동정책이 중요한 정책이슈로 제기되었으며, 특히 차이잉원 후보는 ‘현상유지 양안정책이슈’를 선점하여 대만 최초의 여성 총통에 당선될 수 있었다고 하겠다.

영문 초록

This study is to analyze the issues suggested by political parties and candidates during the 2016 Taiwanese presidential election process. As for the research method, this study combined literature analysis with on-site interviews through the direct inspection of the presidential election. In the 14th Taiwanese presidential election, the two-party politics are going into orbit through a transfer of political power as Cài Yīngwén of the Democratic Progressive Party won an overwhelming victory by a large majority of votes. In particular, the candidate Cai is honest, and communicates smoothly with the people around her; on top of that, she has the strength in getting along well with even the personnel of the Nationalist Party. However, although this Party adheres to the ‘Cross-Strait’ policy based on’ status quo on the strength of a large number of people’s support, the key point is how to resolve diplomatic affairs with international society like the USA, and domestically, economic issues, youth unemployment, and welfare for the elderly legitimacy. As a result of this study, it was found that diverse issues like ‘Cross-Strait’ issue, economic issue, and youth unemployment issue, etc. have been raised in Taiwan.
