국문 초록

세계화 시대의 도래 속에 대도시 인구나 경제 자본의 구성은 이미 탈국가화 특성을 보이고 있다. 이들 도시들은 소속 국가와는 일체화되기 어려운 특성을 보유하고 있으며, 국가 차원의 문제와 구분되는 자신들만의 문제해결이라는 과제를 안고 있다. 동시에 다양한 행위자들 사이에서 조성되는 복잡한 외교공간에서 도시와 같은 행위자의 독자적 역할 공간은 명백히 존재하며, 이러한 공간의 확대는 현대 국제외교의 새로운 특성으로 대두되고 있다. 최근 이러한 경향에 따라 지방자치단체의 공공외교는 소속국가의 공공외교와는 차별성을 가지고 독자적 형태로 확대하는 추세이다. 지방자치단체들이 자체적 외교 영역을 확장하고자 하는 것은 현대의 대도시가 처해진 구조적 상황과 밀접한 관계를 갖고 있다. 21세기의 새롭게 펼쳐지는 다층적 외교 환경에서 중앙정부 차원의 공공외교만으로는 불충분하기 때문이다. 이러한 인식 아래 본 연구는 공공외교의 환경 변화에 따른 우리나라 지방자치단체의 공공외교 전략에 대한 합리적 대응 방안을 모색하고, 실천 가능한 대안을 제시하고자 한다. 제안된 지방자치단체의 공공외교는 국가외교의 미비점을 보완할 것으로 기대된다.

영문 초록

With the advent of an era of globalization, urban population and the composition of economic capital already exhibit characteristics of the de-nationalization. These cities has their own characteristics and have to solve themselves which are distinct from those of their country. Simultaneously the unique role of actor such as city clearly exists in complex diplomatic areas, this is becoming the new feature of current international diplomacy. According to this current trend, the public diplomacy of local governments has been discriminated with the central government and has been expanding its own way. The reason of this trend a close relationship with the structural conditions of modern cities. Also it is caused by the fact that the public diplomacy of the central government is not enough to deal with complicated issues under multi-layed global environments. In this respect, the purpose of this study is to find out reasonable methods and provide strategies to the local council’s public diplomacy. Furthermore this proposed strategies and ways by the local level could help to make more advanced public diplomacy of the national level.
