국문 초록

천안함 사건 직후 중국은 적지 않은 외교적 부담을 감수하면서까지 3차례에 걸친 김정일의 중국방문을 수용하고 양국관계의 긴밀함을 과시하였다. 이 글은 3회에 걸친 북중 정상회담의 내역을 주로 중국의 공식 발표 자료를 중심으로 내용 분석을 통해 그 의미와 성격을 규명하고 아울러 이를 근거로 중국의 대북 전략과 북중관계에 어떠한 변화가 있는지를 고찰하였다. 2010년 세 차례 정상회담은 장소와 형식은 달리했지만 중국의 북한에 대한 메시지는 비교적 명료하게 제시되고 있다. 즉 첫째, 전략적 소통의 강화이다. 권력승계의 과도기에 처한 북한과의 적극적인 소통을 통한 체제 관리 의지를 피력하고 있다. 둘째, 경제협력과 북한의 중국식 개혁개방의 유도를 통한 친 중국 체제의 연착륙이다. 셋째, 북핵 6자회담의 재개이다. 이를 통해 북핵문제가 더 이상 악화되어 중국 부상의 걸림돌이이 되지 않도록 관리해가겠다는 것이다. 그런데 북한 체제의 특성, 과거 북중관계의 기복 등을 고려할때 이러한 중국의 대북 전략이 실제 관철되기에는 여전히 적지 않은 한계도 지니고 있다.

영문 초록

Only nine months after the visits in May and August of 2010, Kim Jong-il yet again made an unofficial visit to China on May 20, 2011. Although it is uncommon for three visits to take place within the span of a year, there exists some precedent forth is within the history of China-North Korea relations. Although China-North Korea relations have recovered somewhat in the 2000s, the fact that there are no regular summit meetings that resemble past practices of mutual state visits suggests that the current bilateral relationship is no longer as special as it once was. The content of recent summits has been more like a tug-of-war based on different interests than a relationship that is based on solid mutual trust, worthy of being defined as an “undefeatable friendship.” The Chinese leadership wants to manage the situation in North Korea in order to prevent any recurring signs of instability and expect a transition toward a pro-Chinese regime in the long run. Thus, instead of continuing an exhaustive aid-oriented approach, Beijing is now seeking for away to nurture acompatible economic structure in North Korea by implanting Chinese-style reforms and opening.
