민족분쟁과 인도적 개입의 국제정치

국문 초록

현실사회주의의 붕괴 이후 구(舊)소련과 동유럽에서는 이념의 공백 상태를 배경으로 민족주의가 분출하였으며, 이로 인하여 민족분쟁과 전쟁이 촉발되었다. 본 연구는 민족분쟁과 인도적 개입의 국제정치를 구(舊)유고슬라비아 민족분쟁의 원인과 전개과정, 인종청소의 실상, 코소보전쟁에서의 나토의 인도적 개입의 내용, 인도적 개입의 정당성 문제, 인도적 개입의 국제정치적 의미 등에 대한 고찰을 통하여 살펴보고 있다. 유고슬라비아에서 민족분쟁이 심화된 이유는 배경조건, 체제조건, 작동조건으로 분류할 수 있다. 1999년 나토군의 유고슬라비아 공습은 세르비아계에 의해 자행되는 알바니아인들에 대한 인종청소를 막으려는 인도적 개입으로서 전통적 국가주권론에 큰 획을 긋는 사건으로서 긍정적인 평가를 받았다. 다른 한편으로 나토의 인도적 개입은 UN의 승인을 받지 않았다는 점, 미국의 패권 유지 전략의 하나라는 점, 인도적 개입이 역효과를 초래하거나 일관성이 결여된 정책이라는 점, 전통적인 내정불간섭 원칙을 위반한 점 등의 이유로 비판받기도 한다. 그러나 코소보전쟁은 1991년부터 9년간 지속된 유고슬라비아계승전쟁의 한 국면이다. 따라서 인도적 개입도 보스니아전쟁에서 범해진 인종청소와의 연관성 속에서 파악되어야 한다.

영문 초록

With the collapse of socialism in the former Soviet Union and Eastern Europe, there erupted nationalisms in the midst of ideological vacuum. Hence so many national conflicts and wars. This thesis aims at examining the rebirth of nationalisms and the international politics of humanitarian intervention in the post-Cold War era, focusing on ethnic cleansing in the former Yugoslavia. Three conditions contributed to the deepening of national hostility and the outbreak of national wars in Yugoslavia. NATO’s air raid on Serbia in 1999 was justified as an act of humanitarian intervention in order to prevent the Serbs from committing ethnic cleansing of the Albanians in Kosovo. It was praised as a watershed in breaking the tradition of national sovereignty. On the other hand, NATO’s humanitarian intervention was criticized for lacking UN authorization or violating the traditional principle of non-intervention. The Kosovo War should be re-interpreted from the critical perspective on humanitarian intervention. It was an extension of the Yugoslavian Succession War, from 1991 to 1999. Humanitarian intervention in the Kosovo War was made possible by the West’s frustration over the ethnic cleansing in Bosnia.
