비교발전 경험에서 본 박정희의 유신체제(1)

국문 초록

이 글의 목적은 비교발전론적 시각에서 유신체제의 역학과 모순을 다루는데 있다. 라틴 아메리카 지역의 브라질, 멕시코, 아르헨티나, 칠레 등 제3세계의 동시대 발전경험을 대조함으로써 한국의 유신체제가 지니는 통치구조와 지배양식을 국가－사회－경제라는 삼각 분석틀에 의해 파악한다. 국가－사회 측면에서 유신체제는 민중부문을 체제에 포섭하기보다는 배제하는 방식을 선호하였다. 브라질은 1964년 이후 국가와 시민사회가 비대칭적 관계를 유지하였으나, 후자의 부단한 성장에 의해 민주화가 달성되었다. 경제적 측면에서 유신체제는 국가의 높은 상대적 자율성을 특징으로 하는 발전국가로서 괄목할 만한 경제성장을 이끌었으나, 산업정책의 문란, 금융의 불구화, 부정부패 등 여러 가지 문제점을 낳았다. 브라질은 일련의 안정화정책을 실행하였고 이것의 성공을 통해, 1970년대 초반 ‘브라질의 기적’을 구가하기도 하였으나, 이후 오일쇼크로 인한 위기로 인플레이션 문제에 직면하게 되었다. 국가－노동의 측면에서 유신체제는 국가단원주의적 통제방식을 구사하였다. 유신체제는 시민사회 내의 어떠한 자생적 혹은 인위적 조직도 인정하지 않았으며 노동을 냉혹한 국제경쟁의 현실로 내던지면서 물량적 성장의 기반을 조성하였다. 반면에 국가조합주의적 전통을 지닌 브라질과 아르헨티나에서는 군부의 집권 이후, 노동의 탈정치화를 목표로 직접적인 대량의 탄압과 조합주의적인 통제방식을 동시에 구사하였다. 권위주의와 발전주의에 기반한 유신체제는, 국내 지배계급에 대한 국가의 높은 자율성과 국가단원주의적 노동통제를 통하여, 라틴 아메리카 지역에 비해 경제적으로 놀랄만한 성취를 보여주었다.

영문 초록

The purpose of this article is dealing with the dynamics and contradictions of Yushin regime from a comparative perspective. The author analyzes the Yushin regime in the context of “authoritarian capitalism” with a triangular frame of State-Society-Economy. The paper reviews the relations between state and society, state and economy, and state and labor under the regime in South Korea. Lastly, it analyzes the differences and similarities in those relations between the Korean and the Latin American experiences. The Yushin regime, as an export-oriented developmental state, regulated not only the production and distribution of resources but also financing, market, taxation, and prices. In the state-labor relations, the Yushin regime used a state-monopoly system of control. The Brazilian military regime, in a state-corporatist fashion, directly oppressed the labor class and applied corporatist measure to the class in order to de-politicize it. Compared with Latin American counterparts, the Yushin regime based on authoritarianism and developmentalism achieved a surprising economic success due to strong autonomy from the domestic ruling class and state control over labor class. However, the Yushin regime was inherently unstable because it depended on exclusion and oppression of the people.
