국문 초록

본 논문의 목적은 전후 한일관계에서 과거사 갈등이 발생하게 되는 메커니즘을 국제정치와 한일의 국내정치의 차원에서 분석하고 해명하는 한편, 이에 대한 바람직한 해법을 모색하는 것이다. 1990년대 중반 양국 간 역사마찰은 냉전체제 종결에 따른 한일간 진영 내 협력 필요성의 이완 및 일본에서의 역사인식의 다원화와 정치 쟁점화 그리고 한국의 잠복되었던 대일 정서의 표출의 상호작용에 의해 격화된 것으로 파악된다. 또한 2005년 봄 이후의 전개된 독도, 역사교과서, 야스쿠니를 둘러싼 양국 간 역사 마찰은 기본적으로 일본 측의 무신경, 무관심의 구도와 한국 측의 감정적인 과잉 대응의 구도에 의해 심각한 국면으로 발전되었다고 여겨진다. 역사 마찰의 근본적인 해결책을 단기적으로 마련하는 것은 사실상 불가능하다. 왜냐 하면 양국의 역사인식이 근본적으로 상이하기 때문이다. 역사마찰의 궁극적인 해결이 어렵다면 관리(Management)에 만전을 기하는 것이 중요하다는 것이다. 즉, 역사 마찰의 발생을 예방적 조치를 통해서 가능한 한 억제하고, 만약 마찰이 불가피하게 발생한 경우에는 마찰이 양국관계에 가져올 악 영향을 최소화하기 위해 합리적으로 대처해나가는 것을 의미한다. 이처럼 역사마찰을 합리적으로 관리해 나가기 위해서는 양국 지도자 간의 암묵적인 합의와 전략대화에 의한 공동 노력이 필요할 것이다

영문 초록

The purpose of this paper is to analyze the occurrence mechanism of bilateral historical relations disputes between Korea and Japan. There were two times when the “history disputes” took place between the two countries since the end of the cold war. In the cases of mid-1990s’ disputes on bilateral history, interactions among the international level, the Japanese domestic level and the Korean domestic level were important factors. Sources of conflicts can be identified as follows: (1)decrease of incentives for the cooperations between two nations as the cold war expired at international level, (2)divided opinions of the views of history at Japan’s domestic level, and (3)strong nationalistic sentiments and policy toward Japan in Korea’s domestic politics level. In 2005, however, the disputes on bilateral history between the two nations were derived from the Dokdo-Takeshima island, the history textbook disputes in Japan, and the Prime Minister’s visit to the Yasukuni shrine. They were escalated by the carelessness and ignorance of Japanese government as well as by the strong reactions of the Korean government. It might be difficult to solve the disputes on bilateral historical relations completely in short term period. In that case, we need to decrease possibility of the conflict occurrences to lessen the bad effects. Therefore, it means “management” of the conflicts on bilateral historical relations, if not the solution. In order to manage rationally the so-called “history conflicts”, mutual confidence and the profound strategic dialogue between the leaders of two nations are vitally needed.
