국문 초록

이 글은 아시아－유럽 협력이 세계평화와 번영의 열쇠라는 믿음에서 출발한다. 근대 이후 아시아－유럽 협력은 유럽의 아시아 식민지배, 미－소 냉전 및 미국주도의 세계정치경제질서 고착 등에 의해 방해받았다. 유라시아 스케일을 통해 유럽－아시아 협력 구조를 회복하고 재설계하자는 것이 이 글의 문제의식이다. 이미 800년 전에 몽골제국에 의해 운영된 바 있는 유라시아 시스템은 유라시아 스케일의 좋은 참고가 된다. 유라시아 스케일은 1) 국가간 스케일의 분쟁을 희석－중화하는 상위 스케일(스케일 상향조정) 2) 세계경제 회복을 위한 투자개발단위로서 새로운 스케일(스케일 재발견)이라는 두 가지 기능을 갖는다. 유라시아 스케일의 최대장애물은 국가단위의 사고방식, 즉 국가(중심)주의다. 세계질서에서 결정권을 쥐고 있는 국가(중심)주의와 마찰을 일으키지 않으면서 궁극적으로는 그것을 극복하기 위한 슬기로운 전략이 필요하다. 우리가 이 글에서 제안하는 사이버유라시아는 그런 전략의 첫 단계다. 사이버유라시아를 통해 유라시아 상상의 저변을 확대하고, 그 바탕 위에서 유라시아 스케일의 개발－발전 프로젝트를 구상－실행함으로써 인류평화의 새로운 공식을 만들 수 있다.

영문 초록

The redemption and re-design of the Asia-Europe partnership is key to global peace and prosperity. The Eurasian scale provides a formula for such redemption / re-design, which can be inspired by the Pax Mongolica system that ran a Eurasia-scale world system between the early 13th and mid-14th century. Redeeming Eurasia in the Pax Mongolican context will bring a synthesis of the East hegemony(thesis) and the West hegemony(antithesis), rather than another antithesis(redemption of the old East hegemony) against antithesis(the West hegemony). The Eurasian scale has two meanings or functions: upward mobilization and re-discovery. Upward mobilization refers to a larger scale to absorb and moderate inter-state scale conflicts. Re-discovery means a new scale of prosperity to apply a New Deal concept for rejuvenating world economy. The Eurasian scale starts with the efforts of the intellectuals in creating and propagating a new Eurasian imagination. A Eurasian imagination requires the skilful administration and coordination of the state-centric and interstate elements at the same time. CyberEurasia is one of our solutions to those states-laden problems which are inimical to upward mobilization and re-discovery of scale. Eurasian imagination- inspired development projects will at least warrant negative peace for Asia and Europe. In the long run, the negative peace turns to positive and eternal peace for the whole humankind. A new scale of Eurasian identity should be a precondition to this envisioning. Our proposition purports to be a start in that direction.
