영문 초록

It is necessary to set ODA policy goals based on the development needs of the partner countries. In this regard, this study first explored the changes in global development needs of developing countries, and then analyzed global development trends of donor countries responding to those changes. Based on this, it suggested ODA policy goals for Korea to contribute to the international community as middle-power donor country. The most important policy goal is to supply global public goods for the issues that the international community must jointly respond to, such as the global health crisis and climate change. It is also necessary to harmoniously pursue national interests in line with the norms and universal values of the international community. In addition, it needs to respond to diverse development needs required to enter middle-income countries, especially for developing countries in Asia. Finally, this paper emphasized the need to present performance targets for strategic goals of ODA in order to establish a performance management system to achieve the policy goals.
