교육지원청 수준에서의 고교학점제 운영 사례

국문 초록

본 연구는 2019년 경기도 지역교육청 차원에서 운영한 고교학점제 선도지역 실천 사례를 고찰하고 향후 고교학점제 도입을 위한 교육지원청의 지원 방향을 제안하는 것을 목적으로 한다. 이를 위해 두 지역의 교원, 학생, 장학사를 대상으로 설문조사 및 면담을 진행하였다. 분석결과 학생과 교사는 고교학점제 이해와 실행준비도 및 실행의지와 같은 고교학점제 인식에 있어서 격차가 존재하였다. 학교교육과정 운영 시 의견수렴과 학교수업 및 평가에 있어서도 주로 교사가 학생보다 긍정적으로 인식하였다. 교육지원청의 향후 지원 우선순위로 교사는 인력수급, 하드웨어적 지원, 교육과정 운영모형, 공동교육과정 운영제체기반 마련을, 학생은 하드웨어적 지원, 기초학력향상 프로그램 운영지원, 인력수급 순으로 답하였다. 논의사항으로 학생과 교사의 인식 격차문제, 공동교육과정 운영방법 문제, 고교학점제 개념에 대한 접근차이, 기초학력 책임지도와 최소성취수준 도달을 언급하였다. 결론적으로 고교학점제 도입을 위해서는 교육지원청이 중요한 기관임을 전제로, 지역 특색교육과정 개발 및 지역기반 협의체 구성, 지역 특성과 혁신토양에 따른 교육과정 운영모형의 필요성, 학교자율성 부여 여건 마련, 교육지원청 업무 재구조화, 플랫폼으로서 교육지원청 역할을 통한 사회적 자본 축적 등을 제시하였다.

영문 초록

The purpose of this study is to examine the practices of leading areas of the high school credit system operated by the local education office in Gyeonggi-do in 2019 and propose the direction of support from the Office of Education to introduce the high school credit system in the future. To this end, surveys and interviews were conducted on teachers, students, and educational supervisors in the two regions. As a result of the analysis, there was a gap between students and teachers in the understanding of the high school credit system and the perception of the high school credit system, such as preparation for implementation and willingness to implement it. In terms of collecting opinions and school classes and evaluation when operating school curriculum, teachers were mainly more positive than students. As a priority of future support from the Office of Education, teachers answered in the order of manpower supply, hardware support, curriculum operation model, joint curriculum operation system, and students in the order of hardware support, basic education program operation support, and manpower supply. Based on the analysis results, the discussions mentioned the gap between students and teachers, the problem of how to operate the joint curriculum, the difference in access to the concept of the high school credit system, basic education responsibility guidance and minimum achievement level. In conclusion, in order to introduce the high school credit system, the Office of Education proposed developing regional curriculum and organizing regional-based consultative bodies, the need for curriculum operation models based on regional characteristics and innovation soil, re-organizing school support services.
