독일 Eichehdorf 중등학교 사례를 통해 본 학교공동체 운영의 성공 요인 분석

국문 초록

최근 우리나라에서도 학교 현장에서 심화되고 있는 폭력, 교권 침해, 학생 인권 등의 교육 문제를 해결하려는 방안으로 학교공동체에 대한 관심이 증가하고 있다. 높은 교육적 성취를 내는 학교공동체를 만들어 가려면 학교구성원인 학생, 교사, 학부모와 지역사회의 협동이 필수적으로 요구된다. 그러나 실제 학교공동체 조성을 위한 역할을 성공적으로 수행한 우수모델에 대한 선행연구는 미흡하다. 본 연구문제는 대부분 취약계층의 아동이 재학 중인 학교를 우수학교로 만들어 낸 독일 Eichendorf 중등학교 사례를 분석하여 우리나라 학교공동체의 형성에 의미 있는 시사점을 제언하는 데 있다. 학교공동체 성공 요인의 분석한 결과는 다음과 같다. 첫째, 각 주 교육법에는 학교공동체 구축을 위한 학교 교육의 임무, 학교의 책무성과 교육의 질 향상 및 보장, 학교의 협력 의무, 교육파트너와 협력 의무, 학교협의체 구성 등에 대한 원칙이 제도화되어 있다. 즉 학교장과 학교협의체는 소통을 통해 학교 운영의 자율권을 갖고 관민이 협동하였다. 둘째, 학교와 교사는 학생의 학업 부진을 극복하기 위해 지역사회의 다양한 교육 관계기관들과 협력하여 각 학생의 학업성취도 향상에 대한 책무성을 갖고 개별 학생의 자기 주도적 학습능력을 함양시켰다. 셋째, 학급평의회를 운영하며 학생이 학교에서 일어나는 다양한 갈등에 대한 성찰력을 높여 민주시민으로서 역할을 의식화, 실천하도록 하였다. 즉 민주시민 학생 육성을 위한 민주시민성의 함양을 지원하였다.

영문 초록

Recently, increasing interest in the school community as a way to solve educational problems such as violence, infringement of school rights, and student human rights, are intensifying in the field of education. However, prior research on the previous model that has, until recently, performed the role of the school community concept, students, parents, teachers, and school councils for the creation of an actual school community, is insufficient. Therefore, the purpose of this study is to analyze the case of Eichendorf secondary school and high school in Germany, which moved children of vulnerable classes to be enrolled into excellent schools, and to suggest meaningful implications for the formation of a school community in Korea. The research framework analyzed the success factors of the school community in terms of education system, students, parents, teachers, and local communities. The results of this study are as follows. First, each province’s education law has institutionalized the principles of school education for building a school community, improving and ensuring the quality of school accountability and education, the obligation of school cooperation, the obligation of cooperation with educational partners, and the composition of school councils. Second, schools and teachers worked with various educational institutions in the community to overcome the students conflicts, and they were responsible for improving the academic achievement of each student and fostered the self-directed learning ability of individual students. Third, the class councils were operated and students were encouraged to consciously act as democratic citizens by enhancing their participation in various issues in their schools.
