국문 초록

지속가능한 발전을 위해서는 환경정책통합이 필요하다. 환경정책통합은 환경정책의 목표를 다른 정책 분야에 통합하는 것이다. 지금까지 여러 나라들이 지속가능발전 전략을 책정했지만, 그 내용이 반드시 환경정책통합적이라고는 할 수 없다. 이러한 점에서 볼 때, 독일 연방 정부가 책정한 전략은 환경정책통합을 위한 전략이라고 해도 과언이 아니다. 이 전략에 의하면, 지속가능한 발전은 환경, 경제, 사회에 관한 관심을 통합하는 것이다. 또 에너지, 교통, 농업 등 주요 정책에 환경적 관심을 통합하는 것을 지속가능한 발전의 중점 과제로 삼고 있다. 이러한 전략의 책정 과정은 부문 횡단적인 정책 조정의 과정이기도 했다. 이러한 논점을 중심으로, 이 논문에서는 환경정책통합의 관점에서 독일의 지속가능발전 전략을 책정과정과 내용을 분석하고 그 의미와 과제에 관해 고찰한다.

영문 초록

Environmental policy integration (EPI) requires incorporating the goals of environmental policy across all government areas, including non-environmental sectors. While EPI is reputed to be an essential process to achieving sustainable development, many governments are yet to develop adequate strategies in this area. In the case of Germany, the country’s National Strategy for Sustainable Development, formulated by the Federal Government of Germany in 2002, can in many respects be viewed as a national EPI strategy. Germany’s National Strategy for Sustainable Development defines sustainable development as a process, which amalgamates environmental, social and economic concerns. Major policy areas such as energy, transport, and agriculture are seen as the most urgent and significant areas into which the goals of environmental policy ought to be incorporated. The process of policy coordination through the Green Cabinet offers an example of integrating environmental policy across various sectors. In this paper, I will examine the development of Germany’s National Strategy for Sustainable Development, specifically analyzing its content from the viewpoint of EPI.
