국문 초록

북한은 지난 10여년간 선군정치 의 명의로 핵무기와 미사일 개발을 추진하여 2005년 2월에는 핵무기를 만들었다고 공식적으로 발표하였고 2006년 7월 5일에는 탄도 미사일을 발사하였다. 유엔 안보리는 7월 15일 만장일치로 북한의 미사일 발사를 비난하는 결의문을 채택하였다. 중국은 북한에 대한 사전 설득에 실패한 상황에서 유엔 안보리 결의안에 찬성표를 던졌다. 중국이 북한을 비난하는 유엔 안보리의 결의에 동참한 것은 역사상 처음이다. 이에 중·북관계와 중국의 대북 정책에 대한 논의가 광범위하게 진행되고 있다. 이 글에서는 중·북관계의 역사와 현실, 중국의 세계전략 일환으로서의 대북 정책, 북한의 핵무기·미사일 정책에 대한 중국의 입장, 그리고 후진타오 체제하에서의 중국 외교정책의 변화 등을 살펴보고자 한다.

영문 초록

During more than 10 years in past, in the name of the First-Army Policy especially from 1998, North Korea developed nuclear weapons and missiles. In February 2005, North Korea formally acknowledged its possession of nuclear weapons, and on 5 July 2006it launched ballistic missiles, which caused UN Security Council’s unanimous condemnation on 15 July 2006. In the wake of the failure of its dissuasion of North Korea from conducting new round missile launching, China voted positively in the UN Security Council Resolution 1695 (2006) to condemn the multiple launches by North Korea of ballistic missiles. It is the first time that China to express its discontent with North Korea via UN regime. After this, the relations between China and North Korea and China’s policy toward North Korea are being widely and considerably discussed. This paper reviews the history and the present of China-North Korea relations, China’s policy toward North Korea as an aspect of China’s world strategy, and the position China take sin relation to North Korea’s development of nuclear weapons and missile launching as well as the gradual changes of China’s foreign policy under Hu Jintao’s reign.
