국문 초록

대한민국은 세계 신흥강국으로 부상하며, 다양한 여가복지 정책을 통해 전 국민의 행복을 증진하고 기본 권리를 보장하기 위해 다방면적으로 노력하고 있다. 그러나 장애인들의 여가활동은 충분히 보장받지 못하는 실정이며 이러한 원인은 장애인들을 위한 인프라 시설의 부재에서 비롯하고, 그러한 인프라시설의 부재를 해결하기 위해 관련 제도를 검토할 필요가 있다. 장애인들의 여가활동 권리를 보장하기 위한 법규를 바탕으로 등장한 제도에는 BF인증제도가 있다. BF인증제도는 대한민국 공공시설에 적용되어 장애인들의 편의를 증가시키는 효과가 있지만, 이러한 제도의 도입에도 불구하고 아직까지도 장애인들이 불편함을 호소하는 현상이 발생하고 있다. 이러한 이유로는 BF인증제도의 의무대상 제한, BF인증제도의 배점, BF인증제도의 지표 등에서 원인이 있었으며 이를 개선하는 방안을 탐색하기 위해 해외 선진 사례를 탐색하고 현행 제도를 재분석하였다. 연구를 바탕으로 한 장애인의 여가를 위한 개선방안은 다음과 같다. 첫째, 정부 지자체에서 단순히 BF인증제도를 만족하는 수준을 넘어, 자체적으로 주도하는 관광 서비스를 개발할 필요가 있다. 둘째, BF인증제도 의무대상을 확대시키고 지원금을 통해 이를 적극적으로 장려할 필요가 있다. 마지막으로, BF인증제도의 지표를 수정 보완할 필요가 있다.

영문 초록

South Korea has emerged as an emerging power in the world. And the Republic of Korea is striving to promote people s happiness and guarantee basic rights through various leisure and welfare policies. However, the leisure activities of the disabled are not sufficiently guaranteed, and this is due to the absence of infrastructure facilities for the disabled, and it is necessary to review the relevant systems to address the absence of such infrastructure facilities. There is the BF certification system, which emerged based on laws to guarantee the rights of disabled people to leisure activities. The BF certification system is applied to public facilities in the Republic of Korea, which increases the convenience of the disabled, but despite the introduction of such a system, there are still many phenomenons where the disabled people complain of inconvenience. These reasons were due to restrictions on mandatory targets, allocation of points, indicators of BF certification system, etc. In order to explore ways to improve the system, advanced overseas cases were explored and the current system was re-analyzed. The improvement measures for leisure of disabled people based on research are as follows. First, it is necessary for local governments to develop self-leading tourism services beyond simply fulfilling the BF certification system. Second, it is necessary to expand the mandatory targets of the BF certification system and actively encourage it through subsidies. Finally, it is necessary to revise and supplement the indicators of the BF certification system.
