일어신문 『제주신보(濟州新報)』 관련 몇 가지 의문점에 대한 소고(小考)

국문 초록

본 연구에서는 제주지역에서 첫 번째로 발행된 일어신문인 <제주신보>와 관련하여 선행연구들이 제시하고 있는 주장에 대한 의문점들을 밝혀보고자 하였다. 첫째, 제주신보가 일본군 제58군 사령부의 주도 혹은 지시로 창간되었다는 것을 입증할 수 있는 공식적인 자료가 확인되지 않았다. 제주신보의 발행목적 및 취지, 이 신문의 제작자, 배포대상 등을 유기적으로 종합해 본 결과, 해상교통의 두절로 전시신문들의 보급이 중단되자, 이들 신문을 대신해 제주도민들에게 전시상황을 선전하며 전쟁참여를 독려하기 위해, 조선총독부의 지시로 제주에 특파된 일본신문의 기자들이 중심이 되어 일본군의 협조 하에 임시로 발간하였던 선무공작용 신문이었을 것으로 추정된다. 둘째, 제주신보를 진중신문으로 판단하는 근거를 찾을 수 없었다. 셋째, 팩트(fact)는 하나인데도 불구하고, 『大河實錄 濟州百年』(1984), 『濟州新聞五十年史』(1995), 『濟州言論史』(1997) 등에 기록된 보도요원 선발주체 및 요원 수, 보도요원 시험장소, 창간일과 종간일, 발행주기, 배부대상, 발행부수 등이 서로 다른 것은 역사적인 증거가 불확실하거나 증거없이 서술했기 때문이다. 넷째, 제주신보가 격일간으로 발행되었다는 선행연구들의 주장과 달리, 당시의 신문용지 보급상황을 고려할 때, 필요에 의해 부정기적으로 발행되었을 것이라 판단된다.

영문 초록

The purpose of this study is to clarify a few questions about JejuShinbo insisted by previous studies. First, there is no official document to prove that the JejuShinbo was published by the Japanese military. Given the information on the JejuShinbo, it is assumed that because people could not get newspapers due to the disconnection of sea transportation during the war, JejuShinbo was published to provide war information to the Jeju residents and encourage them to participate in the war. In other words, it was a temporary newspaper published by Japanese journalists under the cooperation of the Japanese military. Second, there is no evidence that JejuShinbo was a military newspaper which was published by the military during the war. Third, the recruitment body, the number of reporters, the place of test, the date of creation and expiration, the period of publication, the target of distribution, and the circulation were different according to the previous research. This is because historical evidence was uncertain or the contents were described without evidence. Fourth, unlike the argument that JejuShinbo was published every two days insisted by the previous studies, it was presumed that it was published irregularly when it should be published considering the situation of paper supply at that time.
