제주현안의 선거공약 수용과 매니페스토

국문 초록

이 글은 2010년 6,2 제주방 선거에서 2010 시민매니페스토만들기 제주본부가 정책선거의 가능성을 높이고자 마련한 10대 아젠다 주목하여, 이를 통해 정책선거의 미래 가능성을 타진하고 정책대안을 제언하는 데 초점을 맞추었다. 첫번째로 풀뿌리 자치권 강화와 관련하여 기초자치 단체의 부활 논의라든가 감사위원회의 직제개편과 관련해서는 5명의 도지사 예비후보자들의 주창을 비교 검토하면서 정책선거의 가능성을 긍정적으로 평가하고 있다. 적어도 감사위원회 직제 개편이라든가 행정시장 직선제 폐지를 위한 공론화 과정이 우근민 도정 4년 동안 제기되었다는 것은 매니페스토 정책선거의 가능성을 보여준 것으로 평가된다. 물론 치열한 논의에도 불구하고 결국 기초 자치단체 부활이든 행정시장 직선제든 그 어느 것으로의 제도개선으로 이어지는 유종의 미가 이루어지지는 못해 아쉬움이 컸다. 두 번째로 여성직제 개편으로 통한 여성의 권익보호라든가 민주시민교육 등의 아젠다와 관련해서는 비판적 검토와 함께 예를 들면 민주시민교육보다는 평생학습의 틀로 그리고 비정규직 여성노동자를 포함하여 비정규직 노동자의 권익강화와 같은 보다 구체적인 아젠다를 제시하면서 후보자들의 정책방향을 유인하는 게 것이 유용하다는 제언을 하였다. 세 번째로 삶의 질 차원에서 제시된 산남북 균형발전과 제주 최대의 논쟁이슈인 해군기지 문제와 관련하여 2010 시민매니페스토만들기 제주본부의 제언은 합당하고 적절했다. 그러나 해군기지 문제의 경우 치열한 찬반 논쟁을 의식해서 지방선거 이후의 심도 있는 논의라는 연기전략이 대세를 이룸에 따라 매니페스토 정책선거의 가능성은 퇴조해 버렸고, 그 결과 해군기지 문제는 우근민 도정 4년 내내 여전히 논란이 되는 쟁점에 머물면서 정부의 일방적인 추진으로 귀결되고 말았다.

영문 초록

Having reflected on the 10 agendas that the Headquarter of the Jeju Civil Manifest Movement suggested during the 5th nationwide local elections in 2010, this paper proposed alternative policies to improve the feasibility of policy election. First, it found that the 2010 Jeju Civil Manifesto Movement worked in a positive way at least in the early stage of 2010 election promoting the possibility of policy election in 2010 local election when it studied and compared the policies of 5 candidates for the Jeju governorship, for example, by bringing the issues such as the restoration of the municipal government and reorganization of Jeju Provincial Audit and Inspection Committee into the public attention during the four-year Woo s governorship. Nevertheless, it was regrettable that such issues were not realized or developed into the improvement of administrative system. Second, concerning the Headquarter s agendas such as the protection of women s interest and the civil education for democracy, the paper delivered a critical review and made suggestions for alternative policies. It suggested that it should encourage the candidates to pay attention to such agendas by presenting the issues ci lifelong learning system as well as the protection of the temporary male and female workers s interest. Third, with respect to the balanced development of Jeju city-Seoguipo city and the critically controversial project of Gangjong naval base construction, it found that the Headquarter of the Jeju Civil Manifest Movement made reasonable suggestions. As most candidates evaded the controversy surrounding the naval base construction while putting it off after the election, however, the policy election argued for by the Manifest Movement faded away resulting in the government-driven one-way push in the midst of intense disputes during the four-year Woo s governorship.
