제주도의 평화 정책과 해군기지 문제

국문 초록

2005년 1월 27일 청와대에서 노무현 대통령은 건설교통부 장관이 제출한 제주 세계 평화의 섬 지정 선언문에 서명함으로써 제주도를 평화의 섬으로 지정했다. 그러나 동시에 국방부는 제주도에 군사기지 건설을 추진하고 있었다. 정부와 국방부가 군사기지 건설을 밀어붙이자, 제주도지사는 주민들 편에 서서 주민들의 이익을 대변하지 않고, 오히려 정부와 국방부의 대리인이 되어 주민들의 반대 주장을 억누르고, 건설사업을 밀어붙였다. 정부와 제주도 당국은 해군기지를 밀어붙이면서 평화의 섬 정책과 모순되는 점을 깨닫지 못했다. 때로는 제주에 해군기지가 들어서도 평화의 섬이 되는 데 아무 문제가 없다고 생각하고 발언했다. 그리고 해군기지가 들어오는 것이 제주도민들의 경제 향상에 도움이 된다는 주장까지도 폈다. 지역주민과 시민사회단체들의 해군기지 건설 반대운동이 계속되었지만, 2010년 들어 해군기지 건설은 확정되었다. 이 대립 속에서 제주도의 평화 정책은 대부분 중단 상태이거나 혼란 속에 놓여 있다. 이 글은 그동안 제주도가 진행시켜온 평화 관련 사업 내용을 검토하고, 그 의미를 정리한 다음, 해군기지 문제가 제주도의 평화정책 방향에 어떤 영향을 미치고 있는지를 밝히고, 앞으로의 방향을 전망하였다.

영문 초록

January 27, 2005, President Roh Moo-hyun at Chung Wa Dae assigned Jeju island as Island of World by signing a declaration specifying a peaceful island of Cheju. However, at the same time the construction plan of military bases on the island had been pushing by navy and central government. When the central government pushed the construction plan of military bases, the Governor of Jeju agree with that construction plan on thje spot. He had became an agent of the government and did not represented the interests of the people, They had pushed construction projects. During the central government and the Governor of Jeju pushed the construction plan of military bases, They did not realize the contradiction between peace policy and the naval base in Jeju island. They explan that there is no contradiction of the coexistence between two and insist on so far as to help improve Jeju economy, In spite of the anti-construction movement of the Naval Base had continued by residents and NGO groups, the construction plan of Jeju naval base for 2010 was finalized. In this chaos, most of the items of the peace policies lies halted. In this paper, I want to argue the peace-related projects in Jeju Province and review the contents and cleaned up its meaning. And I want to clarifiy the influence the problem of Jeju naval base to the direction of the peace policy.
