국문 초록

인구이동은 단순한 지리적 이동으로보다 선별적인 이동성향을 보이는 인적자원의 이동으로 지역발전과 연계시켜 고려해 볼 필요가 크다. 본 연구는 인구주택총조사의 미세자료를 이용해 제주시의 인구이동을 분석하였다. 분석결과 제주시의 인구이동은 서울을 위시한 수도권 지역과의 교환이 활발해 지고 있으며, 취업과 학업이 중요한 사유로 추정된다. 제주시는 도내에서는 취업과 취학기회를 제공하는 중심지로 역할하며 동시에 육지부로도 인구를 유출시키고 있는데, 취학을 위한 이주와 더불어 취업인구의 경우 높은 교육수준을 보이는 전문직, 사무직의 임금노동자인 고급인력이 높은 비율을 보이고 있어 인재유출이 이루어지고 있음을 보여주고 있다. 이는 최근의 지역개발 논의에서 강조되는 인적자원의 중요성을 지역차원에서의 육성을 넘어, 점차 확대되는 노동시장 영역과 전문인력의 높은 이동성향을 고려하는 동태적인 접근 그리고 고급인적자원의 상호학습적 관계를 지역화하는 차원에서의 관심을 기울일 필요성이 있음을 제기하고 있다.

영문 초록

Migration has often been considered as a geographic movement, but it necessarily involves selective nature of migrants characteristics. In particular the selective labor market related migrants attributes are important to be considered in the recent notions of human capital based regional development strategies. This paper compares the migrants characteristics to and from Jeju city using the 2 percent individual data samples of Population and Housing Census Report from 1985 to 2000. Results show that Jeju city plays roles in absorbing migrants from other parts of Jeju while sending more migrants for studying and working to mainland regions as well, which could be described as escalator region. Migrants to mainland are relatively high in educational levels and their occupations are largely highly skilled professional or office works, which indicates the brain-drain from Jeju city. With respect to the recent emphasis on human capital in the discussions of knowledge-based economy, this study brings attention to the human capital expansion not in static terms such as nurturing them within regional institutions, but in dynamic terms considering the higher migration tendencies of professional and skilled workers with larger labor market areas as well as promoting their cooperative social relationships within Jeju city.
