제주 국제도시에 대비한 세계시민성 함양 방안

국문 초록

이 연구는 제주국제자유도시에 대비한 세계시민성 함양 방안을 종합적으로 제시하려는 것이다. 세계시민성이란 모호하고 다양한 뜻을 가진 개념이다. 세계시민성은 시민성이 확대된 개념으로서 윤리적이고 제도적인 개념이다. 그리고 세계시민의 자질이며, 세계시민으로서 가져야 할 지식, 기능, 가치·태도, 행동이다. 제주도가 국제자유도시로 발전하려면 제주도 주민들이 세계시민성을 가져야 된다. 세계시민성 함양은 어느 한 기관이 노력으로 이루어질 수 없기 때문에 제주도 지사가 중심이 돼서 종합적이고 장기적인 노력이 필요하다. 세계시민성 함양을 위한 총괄기구로서 도지사 직속의 세계시민교육연구소를 둘 것을 제안하였다. 세계시민성 함양 방안 모형을 설정하여 공식적인 교육과 비공식적인 교육으로 나누었다. 공식적인 교육예서는 교육청과 학교를, 비공식적인 교육에서는 지방자치단체와 행정기관, 사회교육기관. 매스컴, 사회단체, 가정으로 나누어서 세계시민성 함양 방안을 제시하였다. 이 중에서 세계시민교육에 중요한 기관인 학교와 가정에 중점을 두었다. 학교에서 세계시민성을 함양하기 위해서는 학교 급별과 학생들의 인지적, 정의적, 행동적인 발달상황에 따라서 교육내용과 방법 및 기법이 달라져야 하지만, 종합적으로 대체적인 방향만을 제시하였다. 교육방법은 다양한 기법과 자료를 활용해야 하며, 학생들의 참여를 강조하는 탐구식 방법으로 교수 학습이 이루어져야 한다. 특히 소집단 토론 수업, 참여를 통한 민주시민교육 및 특별활동을 강조하였다. 가정교육에서는 부모의 개방적이고 민주적인 말과 모범이 중요하며 민주적인 가정 분위기 조성이 요청된다.

영문 초록

This research presents synthetic ways of fostering global citizenship for Jeju Free International City. Global citizenship is a concept with ambiguous and a variety of meanings. It is an ethical and institutional conception as an expanded concept of citizenship. It is the quality of global citizens. It also means knowledge, skills, values and attitudes, and behaviors that global citizens are required to possess. Jeju-do residents should have global citizenship to develop their island into a free international city. It needs synthetic and long-term efforts centering around the governor of Jeju-do to foster global citizenship. It cannot be realized with one or two agents efforts. I proposed that Jeju-do establish a global civic education research institute under the direct control of the governor as all-inclusive organization for fostering global citizenship. I present a model of fostering global citizenship. Education should be divided into two: official and unofficial. Education from the board of education and school is official while one from the local government and administrative organs, social education organs, mass-communication, social groups and family is unofficial. I put a special stress on the importance of education from schools and family. In this study, I present only a general direction how to foster global citizenship in schools although educational contents, methods and techniques should be different according to the characteristics of schools and the cognitive, affective, behavioral developmental circumstances of students. For teaching methods, a variety of techniques and materials should be used. To encourage students participation, inquiry methods should be used in both teaching and learning. Small group discussions, democratic civic educations through participation, and special activities are strongly emphasized. For home training, parents open and democratic languages and behaviors are important. It also needs a democratic family atmosphere.
