대한민국임시정부와 중국 상해 프랑스 조계(1919~1932)

국문 초록

본고는 대한민국임시정부 수립 100주년을 맞이하여 그동안 국내외 학계에서 축적된 연구성과와 최근 새로 발견된 자료를 토대로 임시정부와 프랑스와의 관계를 새롭게 조명해 보고자 한 것이다. 이러한 시각에서 임시정부가 중국 上海의 프랑스租界에 설립되어 조계당국이나 프랑스정부를 상대로 전개한 외교나 교섭의 실상을 근래 발굴·공개된 프랑스 외교문서를 통해 파악해 보았다. 검토 결과 종래 프랑스 조계당국이 프랑스 조계지 안에서는 대한민국임시정부나 한인들의 독립운동을 비호하거나 대체로 우호적으로 대했다는 인식을 가져왔으나, 그러한 사실을 비판적으로 검토해야 할 필요성이 제기되었다. 한국 독립운동가들은 일본 당국의 탄압을 벗어나 비교적 자유롭게 독립운동을 전개하기 위해 상해의 프랑스 조계지에 몰려들었다. 프랑스 정부와 프랑스 조계당국은 대체로 대한민국임시정부의 활동을 묵인하거나, 간접적으로 지원하는 모습을 보였다. 프랑스 조계당국은 영향력이 크지 않은 일반적 민사·형사 사건이나 평상시에는 조계 안의 한인들에 대해 일정한 권리를 보장하는 보호정책을 실시했다. 그러나 중국 내외에 영향력이 큰 사건, 자신들의 이해관계나 정치적 입장을 저해하는 일련의 움직임에 대해서는 강력히 통제하는 한편, 필요할 경우 일본영사관 당국과 긴밀히 협조하며 한인들을 압박하였다. 또 그들은 北京주재 프랑스공사에게 정기적으로 한인들의 동향을 보고하였다. 이 보고서는 일본 당국이 한국인 체포 요청이 있을 때마다 요약되어 22차례나 북경의 공사관에 전해졌다. 이 보고서는 일본 정부에 전달되었다. 그 때문에 당시 한국 독립운동가들에게 매우 위협적인 데이터로 활용될 수 있었다는 점에서 사실 상해 임시정부 등의 독립운동은 상당한 제약요인을 가질 수밖에 없었다.

영문 초록

To celebrate the 100th anniversary of the Provisional Government of Korea, this paper aims to shed new light on the relations between the interim government and France based on newly found materials as well as the existing research at home and abroad. The government, established in the Shanghai French Concession, had diplomatic relations and conducted negotiations with the French authorities in Shanghai and sometimes the French government. This paper explores what really happened at the time by reviewing some of the French diplomatic documents that were recently brought to light and made public. It has long been believed that the French authorities in Shanghai protected or were in favor of the interim government and the Korean independence movement. This paper, however, concludes that such conventional concepts will have to be re-examined. Korean independence activists who escaped Japanese oppression fled to the French Concession in Shanghai, expecting a friendly environment to their movement. On one hand, the French authorities usually or when dealing with minor or less serious civil and criminal cases, implemented a policy that guaranteed certain rights and protections to Koreans in their jurisdiction. On the other hand, they exerted tight control over the Koreans when their activities could have great influence in China or elsewhere or hinder their interests and political stances. What is more, they cooperated closely with the Japanese consular authorities at any time to oppress the Koreans. They also regularly reported what the Koreans were doing to the French minister in Beijing. After summarized whenever the Japanese authorities asked for the arrest of Koreans, the reports were delivered to the Frecch minister in Beijing for a total of 22 times. These reports were to be used as critical evidence against the Korean independence activists at the time, which put significant constraints on their movement.
