국문 초록

상수도사업은 취수, 도수, 정수, 송수, 배수시설로 구분되는데, 자본적 투자 규모가 크고 자본의 장기 고정성을 전제로 운영되며, 경상적 소비지출과는 달리 투자지향적 성격을 지니고 있다. 그러나 상수도사업은 지방자치단체 공무원에 의해 운영됨에 따라 혁신적 운영을 도모하고 있지 못하고, 장기적 관점에서의 투자가 이루어지고 있지 못하다. 특히 연구개발 투자는 장기적인 관점에서 조직내적 역량을 강화하고 조직외적으로 혁신 성과를 도모할 수 있는 이점이 있음에도 불구하고, 효과적인 투자를 모색하고 있지 못하다. 따라서 본 연구에서는 상수도사업에서의 연구개발투자가 재무성과에 어느 정도의 영향을 주는가를 검증하는데 목적이 있다. 상수도사업에 대한 연구개발투자가 재무성과에 미치는 영향을 분석한 결과 자산 및 자본에 미치는 영향이 가장 큰 것으로 나타났으며, 그 다음으로 매출액과 부가가치에 정(+)의 방향으로 기여하는 것으로 분석되었다. 또한 연구개발 투자가 부채의 증가에 미약하게나마 정(+)의 방향 으로 기여하고 있다는 결과가 도출되었지만, 자산 및 자본의 증대보다는 상대적으로 미약한 것으로 분석되었다. 즉 연구개발투자를 단기적 관점에서 비용으로만 고려할 것이 아니라 장기적 관점에서 지속적 투자를 통해 생산과 연계하는 것이 필요하며, 보수적 운영보다는 연구개발투 자에 대한 혁신적 투자를 중요 경영요소로 설정하여 운영할 필요가 있다.

영문 초록

Water supply facilities are divided into water intake, water supply, water purification, water supply and drainage facilities, which are large in size and run on the premise of long-term fixed capital, and have an investment-oriented unlike ordinary consumer spending. However, since the water supply project is operated by local government officials, it is not seeking innovative operation and investment is not made from a long-term perspective. In particular, R&D investment has been neglected by many municipalities, despite the advantages of absorbing knowledge inside and outside the organization to devise innovative services, enhance the organization’s operational capabilities, and promote long-term performances. Therefore, the purpose of this study is to verify how much R&D investment in water supply projects affects financial performance. The analysis of the impact of R&D investment on financial performance in water supply projects showed that the impact on assests and capital was the greatest, followed by the impact on sales and value added. It was also analyzed tha R&D investment affects the increase of debt in a weak positive direction, but is relatively weaker than it contributes to the incease of assets and capital. It is necessary to link R&D investment to production from a long-term pespective rather than just considering it as an expense from a short-term perspective, seek innovative investment in R&D rather than conservative operation, and set R&D as an important management element and operate it.
