공무원의 관료제적 특성이 정책 동형화에 미치는 영향 연구

국문 초록

지방자치단체의 발전과 관련한 선행연구들에서는 지방자치단체의 특색에 맞는 차별화된 정책의 필요성을 강조한다. 그러나 실제로 우리나라 지방자치단체의 정책들은 상당한 유사성을 보이고 있으며 분권, 맞춤형 서비스 등과 같이 차별성이 강조되는 정보화 영역에서도 여러 사업및 전략의 유사성을 보이고 있다. 일부 연구에서 공공부문 나타나는 유사성은 공공조직의 특성 에서 기인함을 밝혔으며, 이에 본 연구에서는 동형화 메커니즘과 관료제의 특성 간의 상관성을 실증적으로 확인하고자 하였다. 따라서 본 연구에서는 지방자치단체의 정책 기획 과정을 지역정보화기본계획 수립 과정으로 한정하고, 지역정보화 기본계획의 수립 과정에서 나타나는 관료제적 행태를 특정하였다. 이후 특정된 관료제적 행태와 동형화 메커니즘간의 관계를 분석하였다. 분석 결과 우리나라 지방자치 단체의 정보화 기본계획 수립 과정에서 나타나는 관료적 특성은 무사안일주의로, 해당 특성은 동형화 메커니즘을 촉발시키는 원인으로 분석되었다.

영문 초록

Previous studies related to the development of local governments emphasize the need for differentiated policies that fit the characteristics of local governments. However, local governments policy in Korea in reality show considerable similarities. In addition, several projects also display similarities in the information field. Some studies have found that the similarity in the public sector is due to the characteristics of public organizations. Therefore, in this study, we intend to empirically confirm the correlation between isomorphization and the characteristics of bureaucracy. First of all, the policy planning process of local governments was limited to the process of establishing the local government information master plan. Then we compared basic local government informatization plans in Korea and confirmed that the informatization plans of the local governments actually showed similar form or content. Next, the establishment process was divided into before, establishing, and after establishing. we specified the bureaucratic behavior that appeared in the each process of establishing the master plan. It has been confirmed that the reason of operation of isomorphism mechanism stems from the passive, complacency and negligent behavior of public officials.
