공공기관 재무건전성 종합평가 모형의 타당성에 대한 실증 분석

국문 초록

이 연구는 공공기관 재무건전성 종합평가 모형의 타당성을 실증적으로 분석하였다. 가설의 검증을 위해 최근 10년간의 공공기관의 주요 경영분석 지표와 재무건전성 모형과의 타당성을 분석하였으며 그 결과는 다음과 같다. 첫째, 선행연구에서 검토되지 않았던 공공기관의 측정된 재무성과에 대한 평가의 타당성을 분석하여 공공기관의 재무성과에 대한 종합적인 평가 모형을 제시하였다. 둘째, 공공기관 경영평 가에서 공공기관의 재무성과에 대한 평가가 미흡했던 부분을 공공기관의 재무건전성 평가 모형 으로 보완할 수 있도록 하였다. 셋째, 검증 결과 전체 산업의 평균적인 재무 상태를 공공기관의 재무건전성 판단 기준을 검증하고 재무건전성 지수를 산출함으로써 공공기관의 재무위험에 대한 모니터링 및 위기관리 능력을 제고할 수 있다. 넷째, 공공기관의 종합적인 재무 상태를 보다 쉽게 진단할 수 있게 되었다. 이를 통해 공공기관에 대한 정부의 공공기관 관리정책의 유용성을 진단하고 재무적 차원에서 공공기관의 효율적 운영 여부를 판단할 수 있는 분석틀로 활용할 수있다. 본 연구는 공공기관의 재무건전성 평가에 관해서 선행연구에서 검토되지 않은 종합평가 모형에 대한 타당성을 검증하여 공공기관의 재무 상태를 종합적으로 평가할 수 있는 모형을 제시하였다는 데 그 의의가 있다고 할 수 있다.

영문 초록

This study empirically analyzed the feasibility of a comprehensive evaluation model of financial soundness of public institutions. To verify the hypothesis, the feasibility of major management analysis indicators and financial soundness models of public institutions over the last 10 years has been analyzed, and the results are as follows. First, a comprehensive evaluation model of the financial performance of public institutions was presented by analyzing the feasibility of evaluating the measured financial performance of public institutions that were not reviewed in the preceding study. Second, it was allowed to supplement the insufficient evaluation of financial performance of public institutions in the management evaluation of public institutions with the financial soundness evaluation model of public institutions. Third, as a result of verification, the average financial status of the entire industry can be verified and the financial soundness index calculated by the public institution can be calculated to enhance the public institution s ability to monitor and manage financial risks. Fourth, it became easier to diagnose the comprehensive financial status of public institutions. Through this, it can be used as an analysis frame to diagnose the usefulness of the government s public institution management policy for public institutions and to determine whether public institutions operate efficiently at the financial level. It can be said that this study is meaningful in that it provides a model that can comprehensively evaluate the financial status of public institutions by verifying the validity of the comprehensive evaluation model that was not reviewed in the preceding study on the financial soundness of public institutions.
