제도혁신가 모형으로 본 서울시 청년기본조례제정 사례 연구

국문 초록

최근 들어 지방정부가 중앙정부의 정책을 따르는 것만이 아니라 오히려 제도를 선도적으로 변화시키는 사례가 나타나고 있다. 그 중 청년문제에 대응해 기본법 성격의 조례를 제정한 서울특 별시의 청년기본조례 제정 사례는 많은 지방정부로 확산되었다. 왜 서울시는 중앙정부의 법률에 없는 청년기본법을 조례의 형태로 만들게 되었나? 본 연구는 제도주의 조직론에 기반한 제도혁신가(institutional entrepreneur) 모형과 거버넌스의 논의를 통합적으로 적용하여, 지방정 부가 청년과 관련된 제도를 선도하는 행위자로 등장하게 되는 과정에서 지방정부와 이해관계자 조직들 간 상호작용이 필수적 역할을 하였음을 확인하였다. 청년문제에 대해 청년기본조례라는 새로운 해결방향을 제시한 서울시는 제도혁신가의 면모를 띤다. 사회적으로 청년문제가 심각해 지고 있는 현실, 청년인구의 비율이 높고 청년 중심의 단체들이 활동하고 있었던 ‘상황적 조건’ 이 서울시를 청년 문제에 민감하게 반응할 정책 필드의 중심적 ‘행위자 지위’를 갖도록 하였다. 이에 더해 서울시청에서 지원하고 있던 청년단체들이 조직화되면서 시청과 시의회에 청년기본 조례 아이디어를 제시하는 ‘거버넌스의 형성’ 가능해졌고, 이는 서울시청과 서울시의회의 조례 제정 및 협의를 촉진하였다. 정책필드의 특성과 행위자의 지위를 포함한 상황적 조건과 거버넌스 형성이 공공부문에서 제도혁신가 출현을 가능케 한다는 사실을 고찰했다는 점에서 본 연구는 이론적, 정책적 함의를 가진다.

영문 초록

Recently, there have been cases in which local governments not only follow the policies of the central government but rather pioneer change. Seoul’s Youth Framework Act is a case that was enacted in response to youth issues and later spread to many local governments. How did Seoul develop a framework act on youth, an act not even legislated by the National Assembly? With the institutional entrepreneur model based on organizational institutionalism and governance, this article found out the interaction between a local government and stakeholders is essential when a local government arises as an institutional entrepreneur in youth issues. Seoul appears to be an institutional entrepreneur in that it proposed the Youth Framework Law as a new solution to youth issues. In the increasing severity of the youth problem, the high youth population and the active youth organizations in Seoul made Seoul a sensitive ’actor’ within the youth policy field. Furthermore, the construction of formal organizations among youth organizations made it possible for them to directly suggest policy proposal to city hall and city council, and form a governance structure. This governance structure facilitated the discussion and legislation of Youth Framework Law. This study has theoretical and policy implications in that it discussed and analyzed the institutional enabling conditions including field-level condition and actors’ social position, and the formation of governance structure stimulate the appearance of institutional entrepreneurs in the public sector.
