한국철도공사의 영업손실 해소를 위한 적정선로사용료 책정에 관한 연구

국문 초록

본 연구는 한국철도공사의 재무분석을 통해 영업손실을 제거할 수 있는 수준의 적정 선로사용료를 찾아내고자 한다. 기존의 연구에서는 철도손실원인에 대한 개별적 원인을 분석해 정책적 제안을 한 것이 대부분이었으나, 본 연구에서는 손실원인들을 실제 철도공사의 최근 재무자료를 이용하여 다양하게 조합해 민감도 분석을 통해 이를 수치화하여 제시하였다. 본 연구에서는 핵심 손실요인들 중에서 공익서비스의무(PSO)보상은 제외하고, 운임 책정과 선로사용료로 범위를 제한하여 분석하였으며, 선로사용료의 변화에 따라 영업손익이 어떻게 변화하는지를 민감도분석을 통해 연구하였다. 영업손실을 해소하는데 있어서 가장 좋은 조합은 에 제시한 바와 같이 정부가 PSO(공익서비스)의 정산액을 현재상태로 유지한 상태에서 선로사용료를 현실화하여 50% 줄여주는 것이다. 이럴 경우 현재의 운송운임을 국민들이 수용할 수 있는 한자리수인 8.24% 인상하는 수준으로 정리할 수 있다. 그러나 선로사용료의 50% 경감 등이 수용되지 않는다면 운임인상의 대 국민부담을 한 자리수로 가져가면서 선로사용료 감액을 좀 더 줄이고, 공익서비스(PSO) 보상차이의 100%반환도 한 가지 방법이 될 수 있다.

영문 초록

The purpose of this study is seeking a reasonable track access charges to eliminate operational loss of the Korail using sensitivity analysis. No advance studies were available for an analysis of causes of the operational loss, but this study presented the factors for the loss for Korail and selected fares, public service operation(PSO) compensation and track access charge for as the subjects for analysis. As these factors are directly related with the government policy that they cannot be resolved with self－help measures by Korail only, this study established the alternatives to it and proposed alternative combinations. In order to readjust fares in accordance with the inflation rate, Korail needs to reinforce its negotiation with the government. Consumer price index rose by 18.5 percent from 2007 to 2011, whereas railway fares rose by only 2.93% in late 2011. A fare raise of 16.81% is required in order for Korail to compensate its operational loss, and although the compensation rate comparable to such services as roads, electricity or city gas may not be achieved, Korail should be able to request the government to accept fare raise rate in proportion to inflation rate, and strive to achieve it. As a result, this study derived the following conclusions. In the subject to public service obligation(PSO) compansation being equal, then it is possible to eliminate operational loss by reducing track access charge by 50 percent and increasing fare raise by 8.24%. If the proposal such as this is not accepted, Korail then needs to focus on maintaining the fare raise rate below 10 percent.
