가톨릭 사회교리와 돌봄의 공공윤리에 비추어 본 돌봄 개념의 지향점

국문 초록

최근 한국은 돌봄의 책임이 가족에서 국가로 옮겨가는 추세에 있다. 그러나 아직도 돌봄의 사각지대에서 발생하는 어두운 소식들이 뉴스를 통해 종종 보도된다. 이는 가족 내 돌봄이 한계에 도달했고 돌봄 문제가 사회적 문제로 인식되고 있으나 국가의 돌봄 체계가 제대로 작동하지 않음을 시사한다. 이에, 본 연구는 가톨릭교회의 가르침과 돌봄의 공공윤리를 토대로 돌봄에 대한 패러다임을 전환하여 향후 우리 사회가 돌봄서비스 개선을 위해 나아갈 지향점을 모색하고자 하였다. 이를 위하여 본 연구에서는 전통적 가족 돌봄의 실태를 살펴보고, 잔여주의 수준의 사회적 돌봄 정책과 공공영역에서 제공되는 사회적 돌봄서비스의 한계를 검토하였다. 이어서 돌봄에 대한 가톨릭 사회교리의 가르침을 살펴보았다. 인간 존엄성은 모든 인간의 보편적 권리로서의 복지를 강조한다. 공동선은 모든 인간이 자기완성과 공공복지를 추구함을 의미한다. 연대성은 인간이 사회적 존재로서 연대를 통해 선익에 투신함을 의미한다. 보조성은 국가개입의 제한과 원조 의무의 이중 책임을 의미한다. 돌봄에 대한 패러다임 전환에서는 인간 의존의 사실성, 돌봄, 돌봄의 공공윤리를 근거로 돌봄이 인간의 보편적인 윤리적 의무임을 천명하였다. 결론에서는 ‘함께 돌봄 패러다임’을 대안으로 제시하고, 돌봄에 대한 인식의 통합, 돌봄 정책 및 서비스의 확대, 돌봄 제공자의 처우 개선의 필요성을 제언하였다.

영문 초록

Recently, in Korea, the responsibility to care is shifting from the family to the state. But still, the depressing news from the welfare blind spot is often reported in the news. This suggests that family caring has reached its limit and the caring problem is recognized as a social problem, but the public caring system is not functioning properly. Therefore, this study attempted to find a direction for our society to improve care services in the future by shifting the paradigm for care based on the teachings of the Catholic Church and the public ethics of care. To this end, this study examined the actual conditions of traditional family care, reviewed the social care policy at the level of residualism and the limitations of social care services provided in the public domain. Next, the teachings of the Catholic social doctrine on care were examined. Human dignity emphasizes welfare as the universal right of all human beings. The common good means that all human beings seek self-actualization and public welfare. Solidarity means that human beings as social beings are committed to the good through solidarity. Subsidiarity implies the dual responsibility of the restriction of state intervention and the obligation of aid. In the paradigm shift toward care, it was clear that care is a universal ethical duty of human beings based on the reality of human dependence and public ethics of care. In conclusion, the “Care Together Paradigm” was proposed as a new alternative, and the necessity of integrating awareness of care, the expansion of care policies and services, and the improvement of care provider’s compensation were suggested.
