국문 초록

본 논문은 독일 통일 30주년을 맞아 전후 독일의 분단과 통일의 과정을 ‘분리와 통합’이라는 방법론에 의하여 전면 재구성하고자 한다. ‘분리와 통합’은, ‘통상 하나의 주체에 의한 다른 주체의 상호관계를 중시하는 독자적인 방법론’이다. 분단과 통일이 국가와 국가, 체제와 체제간의 관계를 각자 하나의 독립된 ‘완결된 단위’로 보고 그 전개된 결과를 중심으로 분석하는데 비하여, 분리와 통합은 체제‘간’은 물론 체제‘내’적 관계의 ‘복합적 동학’을 중시한다. 특히, 분단과 통일의 관점과 달리 그 결과만이 아닌 그 ‘과정’과 ‘관계’를 중심으로 접근하고자 하는 방식이다. 이 방법론은 하나의 체제가 형성→ 발전 → 소멸하는 관계는 철저히 ‘상대적인 ‘상호주관성(intersubjectivity)’속에서 홀로주체적 분리와 통합 또는 서로주체적 분리와 통합으로 정해진다고 본다. 때문에. 주로 국제관계에서 ‘하나의 완결된 통일적 단위’로서 ‘국가(state)’와 ‘국가(state)’ 간의 관계를 규정하는 신현실주의적(neorealistic) 분단과 통일의 관점과 달리, 분리와 통합의 접근이 갖고 있는 관점에서 보면 ‘국가(state)-시민사회(social forces)-국제체제(international regime)(IPE: International political economy)’간의 복합적인 관계 속에서 형성되는 동학과 그 내재적인 ‘과정’이 재조명 될 필요가 있다고 보는 것이다. 본 논문은 이런 맥락 하에 2020년도 독일 통일 30주년을 맞아 아직도 계속되고 있는 독일의 정치·사회적 분리와 통합의 역동적 과정을, 전후 독일의 분리와 통합 그리고 통합과 분리의 장기적 관점에서 바라보며 관련 주요 과정을 재조명하고자 한다.

영문 초록

This paper aims to fully reconstruct the process of division and unification in Germany at the 30th anniversary of German unification by the methodology of separation and integration . Separation and integration is original methodology that emphasize the interrelationship of one subject with another. As such, ‘separation and integration’ takes a different approach than ‘division and unification’, which views the relationship between the states as well as between the systems as an independent complete unit . In the mean while, ‘separation and integration’ emphasize the composite dynamics within the system as well as between the systems, focusing on the process and relationship , not just the results of ‘division and unification’. This approach considers that the relationship that a system forms -> developes -> decays is strictly defined in relative relationship or intersubjectivity in constructivism(Wendt 1992). Because of it, it is different from the neorealistic perspective of ‘division and reunification’, which mainly defines the relationship between “state” and “state” as “one complete unity” in the international relation theory. From the perspective of ‘separation and integration’, the process needs to be re-examined in the dynamics formed in the ‘complex interdependence’ between state , social forces and international regime in IPE(International political economy). In this light, this paper tries to analyse the dynamic process of political and social separation and integration in Germany, which has been continuing at the 30th anniversary of German reunification in 2020, from the long-term perspective of post-war German ongoing separation and integration.
