누가 뷰캐넌의 경제인을 두려워하랴?

국문 초록

경제인에 대한 변호를 함에 있어 주저함이 없었던 뷰캐넌(James Buchanan) 의 주장을 살펴보는 것이 이 글의 주된 목적이다. 그의 경제인 변호는 윅스티드(Philip Wicksteed)와 로빈스(Lionel Robbins)의 주장에 대한 수용과 비판이 독특한 문제틀 내에서 이루어진 결과로 볼 수 있다. 따라서 윅스티드가전개한 논의와 로빈스가 펼친 주장을 뷰캐넌의 변호 이해에 필요한 선까지살펴본다. 이후 뷰캐넌의 주장을 검토해 그가 밀(John Stuart Mill)의 경제인의 특징 일부를 윅스티드의 경제인에 불어넣어 비교제도분석의 맥락에서만살아 숨 쉬는 ‘특수목적’ 경제인을 만들었음을 확인한다.

영문 초록

James Buchanan is well known for having made a case for a version of economic men. This paper attempts to get hold of the characteristics of his version of Homo economicus, and of the environment in which it can maintain its life. To this end, a précis is made of the arguments put forward by Philip Wicksteed and Lionel Robbins concerning the relationship between economics and economic men. For Buchanan’s version of public choice theory (constitutional economics) places a heavy emphasis upon ‘catallactics’ and ‘non-tuism’ à la Wicksteed on the one hand, and upon the possibility of conducting normative economics in a scientific manner contra Robbins on the other. A portrayal of the main characteristics of Buchanan’s comparative institutional analysis is provided, and a conclusion is drawn that Buchanan’s economic men (tailor-made ‘exclusively’ for comparative institutional analysis) are the (Wicksteed’s) non-tuistic agents, of which the sole motive for action resembles quite closely that animating John Stuart Mill’s economic men.
