평생직업교육에 대한 요구분석과 정책제안 연구

국문 초록

본 연구는 제4차 산업혁명 시대의 기술진보에 따른 노동환경의 변화와 저출산 고령화 사회의 도래에 따른 인구구조의 변화 등 급격한 사회·경제적 변화에 따라 급변하는 일자리 환경에서 평생직업교육이 성공적으로 정착하기 위한 정책방향을 제시하고자 하였다. 이를 위해 평생직업교육에 관한 선행연구와 국내현황을 분석하고, 경기도민을 대상으로 평생직업교육에 관한 설문조사를 통해 요구분석을 진행하였으며, 관계자 FGI와 전문가 회의를 통해 경기도 평생직업교육의 정책방향을 개발하였다. 이상의 연구를 종합하여 경기도 평생직업교육의 정책방향으로 생애경력개발의 관점에서의 접근, 직업 가치에 대한 새로운 관점에서의 접근, 사회공헌 관점에서의 접근 세 가지를 제시하였다. 첫째, 생애경력개발의 관점은 개인의 생애주기에 맞추어 경력목표를 정하고, 이에 따라 개인의 능력개발을 지원하는 교육방향을 말하며, 둘째, 직업가치에 대한 새로운 관점은 직업가치를 외재적 가치만이 아니라 자신의 능력발휘와 자기표현, 사회에 대한 헌신, 인간관계 등의 내재적 가치를 더하는 것이다. 셋째, 사회공헌을 통하여 개인의 성공적인 삶을 이룰 수 있도록 하는 평생직업교육의 방향을 제시하였다. 또한, 정책방향의 성공적 정착을 위해 ‘사회공헌형 일자리 시장 발굴’을 우선적으로 실행해야 하는 정책을 제안하였다.

영문 초록

This study aims to analyze the needs and policy suggestions of Gyenggi-do lifelong vocational education to supports citizens successfully as they in live in a fast changing job environment due to rapid social and economic changes including demographic social structure, such as the low birth rate and growth of senior group, as technology progress in the Fourth Industrial Revolution. To suggest a future direction of lifelong vocational education in preparation for future changes, we analyzed the previous research on lifelong vocational education and current policy status, conducted a survey on lifelong vocational education for the citizens of Gyeonggi-do, and executed a demand analysis. Through this process, the future direction was developed. Based on the above studies, three policy directions on lifelong vocational education were proposed: 1) a perspective of life development, 2) a new perspective on job values, and 3) a social contribution perspective. The perspective of life development refers to the educational direction that supports career development according to the life cycle of an individual, and thus support the development of individual ability. Successful life demonstrates individual ability, devoted to society, attaches importance to human relations, Instead of economic rewards and social status; we should approach the new values of occupational value rather than external values, and suggest the direction of lifelong vocational education that enables individuals to achieve successful lives through social contribution to more focus on internal value. It also proposed a policy that should first implement ‘finding a socially-contributed job market’ for successful settlement of future directions.
