한반도 평화프로세스를 위한 남북·북미 정상회담의 현황과 전망

국문 초록

남북한은 2018년 3차례의 정상회담을 가졌고 ‘4·27 판문점선언’, ‘9월 평양공동선언’과 ‘역사적인 판문점선언 이행을 위한 군사분야 합의서’를 체결하였다. 또한 이를 이행해 나감으로써 남북한간 군사적 긴장완화와 신뢰구축을 위한 기반을 조성해왔다. 북미정상도 ‘2018북미정상회담 합의문’을 도출하여 북한의 비핵화와 한반도 항구적 평화정착을 논의해왔다. 그러나 2019년 2월 제2차 북미정상회담에서 합의문 도출실패에 이어 동년 10월 스웨덴 북미실무회담이 결렬된 이후 한반도 평화프로세스는 교착국면을 맞고 있다. 한반도 평화프로세스의 유지·발전을 위한 주요방안으로는 ①DMG 국제평화지대화 구상의 실천, ②2032년 남북 서울-평양 공동 평화올림픽 유치, ③관광협력 추진, ④통일국민협약 마련 등을 들 수 있다. 우리 정부는 한반도 평화프로세스의 진전, 특히 북미정상회담 지속을 위해 중재자·촉진자로서 최선의 노력을 다해야 할 시점이다.

영문 초록

The South and North Koreas held three summits in 2018 and signed the April 27 Panmunjom Declaration, the September Pyongyang Joint Declaration and the Military Sector Agreement for the Implementation of the historic Panmunjom Declaration. Also, they have been implementing the plan, creating a foundation for reducing military tension and building trust between the two Koreas. The North American and U.S. leaders have also been discussing denuclearization of North Korea and establishing permanent peace on the Korean Peninsula by drawing up an agreement for the 2018 North Korea-U.S. summit. However, the peace process on the Korean Peninsula has been stalled since the collapse of the Swedish working-level North Korea-U.S. talks in October 2019 following the failure to produce an agreement at the second U.S.-North Korea summit. Major ways to maintain and develop peace processes on the Korean Peninsula include ① implementing the DMG International Peace Zoning Initiative, ② hosting the Seoul-Pyongyang Joint Peace Olympic Games in 22032, ③pushing for three-tourism cooperation and ④drawing up a national convention for unification and so on. It is time for our government to make its best efforts as a mediator and facilitator to advance the peace process on the Korean Peninsula, especially for the continuation of the U.S.-North Korea summit.
