국문 초록

본 연구의 목적은, 한중일 3국이 세계적인 금융위기로부터 받는 외화시장의 충격과 국민 경제에의 파급효과 및 인접효과에 대해 역학관계의 관점에서 분석함과 동시에, ｢ASEAN+3｣에 있어서의 금융 및 경제관계에 대한 대안, 그리고 공동대처안으로 제기되고 있는 신금융권 구축에 관해 고찰하는 데 있다. 본 연구에서의 주요 결과는 다음과 같다. 먼저, 작금의 금융위기와 총체적인 경제구조의 질서개혁에 있어서, 한중일 3국은 ｢ASEAN+3｣의 공동체로서의 ｢동아시아공동체｣를 만드는 데 더욱더 협력하여야 하며, ｢CMI다자화공동기금｣을 빠른 시일 안에 IMF와 같은 AMF체제로 변화시키는 것을 주도하여야 한다는 점을 들 수 있다. 또한, 3국이 주도하여 ｢ASEAN+3｣의 모든 국가가 참여하는 상시 통화스와프의 실시와 무역에 있어서 중앙은행의 보증하에 자국의 통화로 결제하는 직접통화방식으로의 이행 노력이 필요하다고 할 수 있다. 끝으로, 중앙은행 등을 통한 교환무역제(barter system)와 같은 무역결제수단을 도입함으로써, 급격하고 의도되지 않은 경제 환경의 질서 변화에 의한 착란요인을 사전에 차단하여야 할 것이다.

영문 초록

In this paper, we investigate the shock of global financial crisis on the foreign exchange markets in Korea, China, and Japan, and examine the repercussion effects and neighborhood effects on the national economy from the viewpoint of the dynamics between countries in and around East Asia. Simultaneously, we study the alternative to the finance and economic relations in the ｢ASEAN+3｣, and consider the construction of the new financial sector as the idea of joint action. The main results are as follows. First, in the recent financial crisis and the reform of the economic structure, the three countries such as Korea, China, and Japan should cooperate further to establish the ｢East Asia Community｣as a community of ｢ASEAN+3｣. And they should initiate the change in CMIM into AMF like IMF as soon as possible. Next, under the initiation of three countries, it is necessary to make an effort to the following two points: the execution of currency swap(상시통화스와프) in which all countries of ｢ASEAN+3｣ participate, and the shift to the local current method(자국통화방식) settled with the local currency under the guarantee of central bank when trading. Finally, they should intercept in advance the disturbing factor by the change of order in the economic environment not intended, by introducing the barter system through the central bank as a trade settlement means.
