An Analysis of Effectiveness of International Economic Sanctions against North Korea

국문 초록

본 논문은 2006년 국제사회의 대북경제제재가 북한의 대외무역에 어떻게 영향을 미쳤는지를 Difference in Difference 기법을 중력모형에 적용함으로서 분석하였다. 본 연구에서 중점을 두었던 2006년도의 국제사회의 대북제재는 북한의 수출 및 수입 모두에 유의미한 영향을 미치지 못했던 것으로 나타났다. 이는 2006년 북한의 1차 핵실험에 따른 UN결의 1695와 1718이 북한의 대외 수출 및 수입을 감소시키는데 효과적이지 못했다는 것을 보여준다. 본 연구결과에 따르면 실제 제재에 있어서는 UN회원국들이 UN결의안을 충실히 이행하지 않았다고 볼 수 있다. 결국 대북제재는 북한에 대한 영향력이 큰 국가들이 협력적인 구도를 만들어 이들이 북한에 대한 압박을 높이는 것이 가장 효과적일 것이다.

영문 초록

This paper focuses on the effects of UN economic sanctions on exports and imports of North Korea. The analysis is based on applying Difference-in-Differences Methods to the gravity model. The result of the empirical analysis indicates that UN economic sanctions against North Korea in 2006 did not have any significant effect on its exports and imports. These results means that UN Resolutions 1695 and 1718, in response to North Korea’s first nuclear test in 2006, turned out to be ineffective in decreasing North Korea’s foreign imports and exports in any way. As the result of the analysis, it is difficult to induce all the United Nations member states to participate faithfully in economic sanctions against North Korea. Thus, for the sanction the member states that have great influence on North Korea should collaborate so that they can apply significant pressure on North Korea.
