남한과 중국의 대북한 교역 및 경제지원의 정치적 효과

국문 초록

1989년부터 (남한)정부는 남북한 간의 경제관계를 수단(statecraft)으로 한반도 평화정책을 추진하고 있다. 이에 따라 본 연구는 남북한 교역 및 경제지원, 그리고 북⋅중교역과 중국의 대북경제지원이 남북한 분쟁에 미치는 효과를 북한을 행위국가로 한 기대효용모형에 기초하여 수학적으로 분석하였다. 분석결과, 남북한 교역 및 남한의 대북경제지원이 증가하면 북한의 남한에 대한 분쟁이 감소하는 것으로 나타났다. 또한 북⋅중교역과 중국의 대북경제지원이 증가하면 북한의 남한에 대한 경제적 의존이 상쇄되어 북한의 대남한 분쟁이 증가하는 것으로 분석되었다. 따라서 남한과 중국 간 정치관계가 북⋅중 정치관계에 비해 상대적으로 적대적 관계라는 현실상황을 고려할 때, 북⋅중교역이 증가하는 현실상황하에서 북한의 남한에 대한 경제적 ‘의존’을 정치적 수단으로 하여 북한의 분쟁감소를 유도하려는 정책은 기대효과를 얻기 어려운 것으로 나타났다.

영문 초록

From the end of 1980’s, as economic techniques of statecraft have received renewed attention for a peaceful instrument of politics, last Kim Dae-Jung and No Moo Hyun administrations had fostered and current Lee Myung-bak administration has suspended economic exchanges between South and North Korea to promote peace in Korea Peninsular. To gain a clearer understanding of exactly how economic statecraft bears on South Korea’s security policy, this study investigates the possibility of using trade and economic aid as a means of political pressure and leverage to decrease political conflicts evoked from North Korea. For the purpose of study, this study enlarges mathematical analysis for the role of economic aid to North Korea and also extends an approach to focus on the role of China s meddling associated with trade to North Korea on the political conflicts between South and North Korea. The results of study shows mathematically that if South Korea offers economic aid to North Korea, North Korea will decrease the amount of conflict toward South Korea. Also the results of study shows mathematically that when South Korea and China are political rivals, increasing of trade between North Korea and China may increase the amount of North Korea’s conflict toward South Korea.
