신창타이(新常態) 시대 중국 제조업의 고도화 요인 분석

국문 초록

본 연구는 최근 중국의 제조업 고도화 결정요인을 도출하기 위해 성별(省別) 패널데이터를 구축하여 실증 분석하고 정책적 시사점을 도출하였다. 분석 결과는 다음과 같다. 첫째, 전국을 대상으로 한 실증분석 결과 생산성 격차의 확대와 교역의 증대(개방 확대)는 제조업 고도화에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 연해지역의 경우 인적자본이나 R&D 투자는 제조업 고도화에 유의한 영향을미치지 못했으나 첨단산업 고정자산투자와 외국인직접투자는 긍정적인 효과를주고 있다. 이는 지역 내 인적자본이 첨단산업의 발전을 추동하기에는 아직 질적인 면에서 부족하고 R&D 투자 또한 효율성을 제고해야 하는 상황임을 보여주는 한편, 고정자산투자는 역내 발달된 민영기업, 외자기업 중심으로 진행되면서 제조업 고도화에 이바지하고 있고, 생산성과 기술수준이 높은 첨단산업 외국인 투자기업도 연해 지역에 집중되어 있다는 사실을 보여주는 결과로 해석된다. 셋째, 내륙지역의 경우 생산성 격차, 개방의 확대를 제외한 다른 변수들이통계적으로 유의하지 않았는데, 이는 본격적인 제조업 고도화를 추동하는 동력을 제대로 찾지 못하고 있음을 보여준다. 내륙지역이 제조업 고도화를 이루기 위해서는 인적자본의 수준을 높이고 첨단산업에 대한 효율적인 투자를 유도하며 기술수준이 높은 외자기업을 유치하려는 노력이 더욱 필요한 것으로파악된다. 중국정부는 이제 투자와 수출에 의존하지 않고 향후 효율과 혁신, 고위기술산업의 발전 등으로 성장을 견인한다는 정책을 추진하고 있다. 그러나 본 연구의 분석 결과는 내륙지역과 연해지역에 대해 일률적인 산업정책보다는 지역맞춤형 산업고도화 정책을 추진하는 것이 유효하다는 것을 보여주고 있다.

영문 초록

This study has constructed provincial panel data in order to elucidate the determinants of China ‘s recent advancement of manufacturing industry, and empirically analyzed. The results of the analysis are as follows. First, the productivity gap and openness positively affect the manufacturing advancement in China. Second, in the coastal area, human capital and R&D investment did not have a significant effect on the advancement of manufacturing industry, but fixed asset investment and FDI in the high-tech industry have a positive effect. This shows that human capital in the region is still not qualitatively sufficient to drive the development of high-tech industries, and that R & D investment also needs to improve efficiency. On the other hand, fixed assets are mainly invested by highly efficient private companies and foreign companies, contributing to the advancement of manufacturing industries. And foreign companies with high productivity and skill levels are concentrated in coastal areas. Thirdly, in the case of inland areas, other variables except productivity gap and openness were not statistically significant. This indicates that the areas did not find the power to drive up the realization of advanced manufacturing. In order for the inland area to advance the manufacturing industry, it will be necessary to raise the level of human capital, induce efficient investment in high-tech industries, and attract more foreign enterprises with high technology. The Chinese government is no longer dependent on investment and exports, but is pursuing a policy of driving growth through efficiency, innovation and the development of high-tech industries in the future. The results of this study, however, show that it is more effective to pursue local customized industrial upgrading policies than the uniform industrial policies for inland and coastal areas.
