일본의 콤팩트시티 추진현황 및 개선방안 연구－일본 도야마시(富山市)의 실천사례를 중심으로－

국문 초록

본 연구에서는 일본의 콤팩트시티정책 변천과정을 간략히 살펴본 후, 특히콤팩트시티의 대표적 도시인 도야마시(富山市)의 실천사례를 검토하였다. 그 결과, 다음과 같은 점이 명백해졌다. 첫째, 도야마시는 도심부로의 일극 집중이 아닌 다중네트워크형 도시를 지향하고 있다. 그 결과, 도심으로의 전입인구 증가, 지가의 유지 및 세수확보 용이, 환경부하의 저감, 도심 활력 제고 등 일정 부분 가시적 성과를 거둔 것으로 나타났다. 둘째, 현행 도야마시의 콤팩트시티 추진상의 문제점으로는 ① 도심 거주인구의 고령화 진전, ②세대별 거주 유발요인의 상이, ③중심상점가의 회원수 감소 및 빈 점포 증가 등 지역상권의 위축 확대 등을 들 수 있다. 이에 대한개선방안으로는 ① 고령자 의료비조성제도 도입 및 개호서비스의 충실화, ② 세대별 특성을 고려한 거주 촉진책 마련, ③ 도심부 내의 신규출점 지원 및 청년창업 챌린지숍 운영, 빈집뱅크 설립 등을 제시하였다.

영문 초록

In this paper, we examine the transition process of Japan’s compact city policy and examined the case of Toyama City, which is the representative city of compact city. As a result, the following points became clear. First, in Toyama City, Japan, we have been aiming at a multi-networked city rather than concentrating on the central city area. As a result, we achieved some visible results such as the increase of the population moving to the central city area, the maintenance effect of the land price, the reduction of the environmental load, and the revitalization of the central city area. Second, the current problems of the compact city promotion in Toyama City include ① a rapid urbanization aging population in the central city area, ② an increase in residence inducing factors by households, ③ a decrease in the number of stores in central urban areas and an increase in vacant stores. In order to improve this, ① introduction of the elderly medical subsidy system and enhancement of nursing care services, ② establishment of housing promotion plan considering the characteristics of each household, ③ support for new store opening in the city center, operation of a young entrepreneurial challenge shop, and the establishment of a vacant home bank.
