국문 초록

문재인 정부는 2020년까지 자치경찰제를 도입하여 지역주민의 수요에 맞춘 치안과 행정서비스를 제공하기로 했는데, 미국의 민간경비업 활용은 오랜 자치경찰제 경험에서 비롯된 것으로서 이에 좋은 사례가 된다. 이 논문은 영리와 공익의 양면성에 기초한 미국 정부의 민간경비 활용방법을 고찰한다. 제2장은 미국 민간경비업과 경비원 관련 제도를 고찰하여 한국 경비업법의 내용과 비교한다. 제3장은 미국 정부가 민간경비업체의 영리성을 적절하게 규제하면서도 지역의 치안과 행정업무에 충분히 이용하는 가운데 도출된 공공정책의 투명성과 공정성을 강조한다. 그리고 제4장은 미국이 비권력적인 경찰행정과 지역 치안서비스 공동생산에 경비업체의 역량을 활용하고 있는 점을 재차 역설하여 한국 정부의 정책 마련에 시사점을 제시한다. 연구결과 미국이 경비업체를 활용하여 성공적인 민경협력을 이루어낼 수 있었던 비밀이 영리와 공익의 양면성을 균형적으로 유지한 것임을 알게 되었다.

영문 초록

Moon Jaein administration decided to provide the services of public security and administration designed to local residents demand by introducing the decentralized police system up to 2020, and the U.S. utilization of the private security industry, originating from the old experience of its decentralized police system, is a desirable example to the case. This paper studies the utilization method of the private security services by the U.S. Government based on the double-sidedness of profit and public interest. The second chapter observes the system related to the U.S. private security industry and security guards and compares it with the contents of the Korean law of the security industry. The third emphasizes the clarity and fairness of the public policy deduced from the process where the U.S. Government used private security companies to the services of the local public security and administration while controlling the profitability of the industry suitably. The fourth reemphasizes that the U.S. utilizes the ability of security companies to produce, together with the police, the non-powerful police administration and the local security services and carries a range of strategic implications for the Korean Government s policy-making. Through this analysis, it was known that the secret by which the U.S. succeeded in the police and private cooperation by using security companies is maintaining the double-sidedness of profit and public interest in balance.
