국회경비대 철수에 따른 국회경비조직 효율화 방안

국문 초록

국회는 대내외적인 위협으로부터 안전하게 보호되어야 하는 곳이지만 열린 국회를 표방하고 있는 이면에는 개방화 추세, 정보의 공개, 민원의 증가 등 보안의 취약성이 상존하고 있다. 또한 2020년 6월에 경찰에서 담당하고 있는 160여 명 규모의 국회경비대가 철수한다는 계획에 따라 국회 자체적 경비 강화를 위한 시스템 구축의 필요성이 대두된다. 국회는 국민들의 민의를 들을 수 있는 열린 공간이어야 하고, 정치인들은 표심을 얻으면서 안전하게 보호받아야 하는 모순적인 상황에서 효과적인 보안대책을 강구하기 위한 방안이 필요하다. 국회의 경호 및 경비조직은 3선 경호체계로 이루어져 있다. 1선은 의회경호담당관실에서 담당하고, 2선은 의회방호담당관실에서 담당하며, 3선은 서울지방경찰청 소속 국회경비대에서 담당하고 있다. 정부의 국정과제 중 ‘의무경찰의 단계적 감축 및 경찰인력 증원 계획’에 따라 의무경찰 인력을 단계적으로 감축하다가 2023년에 의무경찰을 완전 폐지할 계획이다. 국회경비대의 철수에 따라 이를 대체할 적절한 조직이 필요한데 이에 대한 대안을 제시하고자 한다. 또한 국회의원 회관의 보안실태에 대한 실증적인 설문조사를 실시하고 이에 따른 보안대책을 어느 정도의 수준으로 강구하는 것이 적정한가를 제시한다. 과학기술을 접목한 첨단 장비들을 활용하여 적절하게 훈련된 방호요원들이 협력하여 위험상황에 대응할 수 있도록 해야 하고, 장기적으로는 보안요원의 노동집약적이고 기계적인 검문검색보다는 빅데이터를 이용한 첨단과학 스마트 시스템을 활용한 방호시스템에 의한 보안체계를 구축해야 할 것이다.

영문 초록

The National Assembly should be protect safely, but the other side of professing for ‘Open National Assembly’ has many security’s weakness such as opening tendency, information opening, and the increasing of civil appeals. As the scheme of the withdrawal about the National Assembly Police Guard including nearly 160 persons in July, 2020. We must build the system of strengthening for the National Assembly’s security. The guard and security system of the National Assembly is formed 3 lines system. The first line is charged the National Assembly Guard Bureau, the second line is charged the National Assembly Security Bureau, and the third line is charged the National Assembly Police Guard belong to the Seoul Metropolitan Police Agency. As the government national administrational task of ‘the reduction by stages about Obligatory Police and increasing of personnel for regularity police officers, the Obligatory Police will intend to abrogate perfectly in 2023. According to the withdrawal of the National Assembly Police Guard, we must suggest the countermeasures for National Assembly guard and security system. We had questionnaire survey about all members settled in Assemblymen’s Hall, and will present proper optimum level of the countermeasures for security. The National Assembly should be open space to listen the opinion of the people, politician have to get the mind of the people but be protected safely. In the condition of discrepancy, the scheme is needed effective security counterplan. The security personnel exercised properly with application of hig tech equipment must cooperate and confront against danger situation, in the long time the security system is needed to construct high tech smart system of utilizing big data.
