민간경비업체의 드론 경비업무 도입에 관한장애요인 연구

국문 초록

많은 민간기업들이 활용 목적에 따라 여러 가지 기능을 가진 드론들을 개발하고 있으며, 공공건설, 에너지 시설, 수색·정찰, 농업 등 다양한 분야에서 드론 시장 개척을 위하여 기술 개발 및 다양한 활용방안에 대하여 노력을 기울이고 있다. 이러한 시대적 흐름에 따라 민간경비산업 분야에서도 드론 활용의 활성화를 모색할 필요가 있겠다. 그러나 실제 드론 활용을 위해서는 드론 비행관련 규제, 사생활 침해, 사업자 자격요건, 드론 기술, 고객 확보, 서비스 수익성 등과 같은 쟁점사항에 관한 검토가 필요할 것이다. 이에 연구자는 민간경비업체들이 경비업무에 드론을 도입 하고자 할 경우 장애요인은 무엇인지에 대하여 NVivo12를 활용하여 질적연구방법인 근거이론을 바탕으로 질적실증연구를 실시하였다. 연구분석 결과로는 복합적 법규제(5), 수도권 비행금지(30.5%), 복잡한 비행 신고절차(24.2%), 중복적 법규제(23.8%), 경비업법 적용 여부(11.6%), 관할소관 부처 문제(9.9%)), 운영관리(4): 도급계약 과제(45.8%), 적정 공급가(28.3%), 안전사고 관리(16.8%), 고가 드론 장비(9.1%)), 인력관리(3), 드론 조종자 인건비(36.7%), 드론 유지보수 관리자(32.1%), 비행자격증(31.2%))의 상위범주 3개와 각 하위노드 12개를 도출할 수 있었다. 연구결과를 토대로 연구자는 민간경비업체의 드론경비 도입을 위한 발전방안으로 첫째, 드론 활용에 관한 경비업법 개정, 둘째, 드론 활용 역량 강화, 셋째, 드론 인력 양성기관과의 교류를 제시하였다.

영문 초록

Many private companies are developing drones with many functions depending on the objective of application. An effort is being made for the technical development and for the various application plans aiming to exploit a drone market in a variety of fields such as public construction, energy facility, reconnaissance·patrol, agriculture. According to this flow of the times, the activation of drone application is considered to be necessarily sought even in the sector of the private security industry. However, in terms of actual drone application, a consideration is needed on issues like a regulation related to a drone flight, a violation of privacy, business license requirements, drone technology, customer acquisition, profitability on service. Accordingly, a researcher carried out a qualitative empirical research based on a grounded theory, which is a qualitative research method, through using NVivo12, as for which obstacle factor there is when private security companies try to adopt a drone to the security service. The results of a research analysis could be elicited each of 12 lower nodes along with 3 upper categories of multiple legal regulations(5): No flights to the capital region(30.5%), complex flight reporting procedure(24.2%), redundant legal regulation(23.8%), appearance of applying a private security law(11.6%), a matter of competent department(9.9%)), operational management(4): a task of sub-contract(45.8%), proper supply price(28.3%), safety accident management(16.8%), expensive drone equipment(9.1%)), manpower management(3): drone-pilot labor costs(36.7%), drone maintenance manager(32.1%), flight qualification certificate(31.2%)). Based on the findings, the researcher suggested the necessity of amending the private security law pertinent to drone application, the need for the empowerment of drone application, and the necessity of exchanging with a drone manpower training agency in terms of a developmental plan for introducing the drone security of a private security company.
