국제개발협력 정책의 유럽화(Europeanization)

국문 초록

본 연구는 국제개발협력에 있어 지역주의(regionalism)의 특징과 그 형성 과정에 대해 유럽연합(European Union)의 회원국 확대 과정을 통해 분석한 다. 일반적으로 지역협력체에 가입을 원하는 국가들은 지역협력체 회원국 이 되기 위해 국내 법률 제정과 거버넌스 지표 설정 등 제도적 정비의 강화 나 개선을 통해 조건을 충족시켜야 한다. EU의 경우 다른 지역협력체와 비 교했을 때, 가입을 위한 제도적 조건이 상대적으로 까다로운 편이다. EU 신규회원국은 이러한 까다로운 제도적 조건, 즉 규범과 규칙을 일정 정도 국 가체제와 정책에 내재화해야 한다. 특히 개발협력 분야에 EU는 신규회원국 이 갖춰야 할 상세한 제도적 조건을 가지고 있다. 이러한 제도적 조건은 국 제개발협력에서의 EU 지역주의의 특징을 명확히 보여준다. 이와 같은 현상 에 주목하여 본 연구는 두 개의 연구질문에 대한 답을 구하고자 한다. 첫째, 국제개발협력에서의 신규회원국이 EU의 지역주의적 특징을 어떻게 수용하 고 제도화 하는지 그리고 지역주의의 특징은 신규회원국에 어떻게 내재화 되는지 살펴본다. 둘째, 국제개발협력에서의 지역주의와 개별국가의 특징은 어떻게 상호작용 하는지 폴란드와 슬로베니아를 통해 분석한다. 연구대상 은 유럽연합 집행위원회(European Commission), 폴란드, 슬로베니아의 국제 개발협력 정책 문서이며, 연구방법은 수집한 문서를 Atlas.Ti 소프트웨어를 활용하여 내용분석(content analysis)을 시도했다. 폴란드와 슬로베니아를 사 례로 분석한 본 연구는 지역주의 그 자체 보다는 지역주의가 내재화 한 글 로벌 개발규범이 개별 국가의 국제개발협력 체제에 더욱 큰 영향을 끼친다 는 것을 발견하였다.

영문 초록

This study analyzes the characteristics of regionalism in international development cooperation and its formation through the process of expanding European Union (EU) membership. Countries intending to join a regional partnership are required to meet specific conditions through strengthening or improving institutional arrangements, enacting specific domestic legislation, and setting governance indicators. In some dimensions, institutional requirements of EU for new members are more demanding than those of other regional associations. New EU member states must meet these demanding requirements at the national level before joining with broader regional programs, such as international development cooperation projects. The strict institutional requirements of the EU programmes reflect a specific characteristic of the EU regionalism, that is, associational form. This study tackles two research questions to deepen the understanding of EU regionalism and its dynamics. First, how do new member states accommodate and institutionalize aspects of EU regionalism in the dimension of international development cooperation? Second, how does that regionalism impact new member countries’ institutions for international development cooperation? To answer the questions, the study focuses on two cases of new member countries, Poland and Slovenia. Policy documents on international development cooperation of the European Commission, Poland, and Slovenia have been analyzed by the software of Atlas.ti. The results demonstrate that it is not regionalism itself, but rather global development norms embedded in a regionalism framework that have had a greater impact on the international development cooperation systems of new EU member states.
