국문 초록

1960~70년대 한국 경제의 고도성장을 견인하였던 핵심 동력 중의 하나는 수출의 확대이다. 자원이 부족하고 국내 시장이 협소한 상황에서 수출은 해외로부터의 외화 획득을 통해 경제 성장의 발판을 마련하는 주요 수단이었기 때문이다. 국내 공업기반이 취약하고 민간기업이 저개발된 상황에서 한국 정부에서는 국가가 주도하는 수출기구의 창설이 필요하였다. 대한무역진흥공사(Korea Trade Promotion Corporation: KOTRA)는 이러한 배경에서 1962년 『대한무역진흥공사법』을 근거로 창립된 상공부 산하의 정부기구로, 한국 경제의 고도성장기 세계 각지에 설치된 해외무역관을 수출의 전진기지로 우리나라 수출진흥을 위한 첨병 역할을 담당하였다. 그럼에도 불구하고 그동안 대한무역진흥공사와 한국 수출육성과의 관계를 집중적으로 조명한 연구성과는 매우 부족한 실정이다. 아울러 관련 기록의 부족 역시 심도 있는 연구를 저해한 요인으로 작용해왔다. 이처럼 1960~70년대 한국 경제 고도성장기 대한무역진흥공사가 수행했던 수출확대 역할에 대한 연구가 미진한 이유는 여러 가지 연유에서 그 원인을 찾을 수 있지만, 대기업이 주도한 종합무역상사에 비해 수출활동상의 중요성이 상대적으로 저평가된 데에서 비롯된 결과로 볼 수 있다. 특히 대한무역진흥공사는 한국 수출육성 정책을 실제 추진한 핵심 기구로서의 의미도 지니지만, 대한무역진흥공사 산하의 고려무역을 중심으로 중소기업 제품의 해외시장 개척을 실질적으로 주도했다는 점에서 한국 수출 역사상의 중요성을 지닌다. 이에 본고에서는 1960년대~1970년대 한국 경제 고도성장기에서 수출진흥과 관련된 대한무역진흥공사의 사업 및 활동들을 구술을 통해 재조명해보고자 한다. 그동안 선행 연구 및 각종 자료들에서 주목받지 못하거나 밝혀지지 않은 내용과 함께 구술자 간 견해가 상이한 부분 등 다섯 개의 영역에 초점을 맞추어 대한무역진흥공사의 수출진흥과 관련된 역사를 조명해 보고자 하였다.

영문 초록

One of the key drivers leading the high growth of the Korean economy in the 1960s and 1970s is the expansion of exports. This is because exports were the main means of laying the groundwork for economic growth by acquiring foreign currency from overseas, in a situation where resources is insufficient and the domestic industrial base is weak. With the weak domestic industrial base and underdeveloped private companies, the Korean government needed to create a state-led export organization. Korea Trade Promotion Corporation that was founded in 1962 under this situations has played an important role for promoting the export with foreign trade centers installed in all over the world. However, the research focusing on the relationship between Korea Trade Promotion Corporation and Korea s export growth have been very scarce, and the lack of relevant records has also been a factor in hindering in-depth research. he reasons for the lack of research on the role of export expansion carried out by the Korea Trade Promotion Corporation during the period of high economic growth in the 1960s and 1970s can be attributed to various reasons. But it can be seen as a result of the relatively undervalued importance of export activities compared to general trading companies led by large companies. In particular, the Korea Trade Promotion Corporation has a meaning as a core organization that has actually promoted Korea s export promotion policy, and is of great importance in Korea s export history in that it has led the overseas market development of small and medium-sized products by focusing on Korea Trade under the Korea Trade Promotion Corporation. This paper would reexamine the business and activities of Korea Trade Promotion Corporation related to the promotion of exports during the 1960s~1970s. It focuses on five areas, and aims to unveil the history related to the export promotion of Korea Trade Promotion Corporation. It tried to highlight the history related to the export promotion of the Korea Trade Promotion Corporation by focusing on five areas, such as areas of differing opinions among oral materials along with contents that have not been noticed or revealed in previous studies and various materials.
