시민사회론의 한국적 적용과 변용

국문 초록

좌파와 우파, 선진국과 후진국을 가릴 것 없이 시민사회에 대한 담론이 활발하다. 한국에서도 1990 년대 이후 시민사회가 사회문제의 분석과 대안제시에서 핵심적인 개념으로 등장하였다. 그렇다면 한국에서 시민사회란 무엇이고, 언제부터 형성되기 시작하였으며 지금은 어느 수준에 와 있는가? 이 논문은 서구 시민사회론을 살펴본 후에, 한국 시민사회의 개념틀을 구성하고 이 개념에 근거하여 한국 시민사회의 형성을 역사적으로 추적한다. 한국 시민사회는 법적·기능적·문화적 성격을 갖는 다차원적 개념으로서, ① 시민권 확보를 위한 법적·제도적 장치, ② 국가와 시장의 감시와 견제, ③ 공공서비스의 생산과 제공, ④ 시민적 규범을 갖는 자기정당성의 확보 등 네 가지 요소로 구성된다. 그리고 시민사회 형성의 시대적 구분은 ① 1945년 이전, ② 1945년 이후, ③ 1962년 이후, ④ 1987년 이후 등 네 시기로 구분하였다. 시민사회의 개념틀을 구성하는 네 가지 요소를 기준으로 한국 시민사회 형성을 역사적으로 살펴본 결과, 한국 시민사회는 1960년대 이후 초보적인 단계에 진입하여 1980년대 후반 이후 본격적으로 성장하기 시작하였다. 따라서 한국 시민사회는 자본주의 발전을 통한 물적토대가 먼저 구축되고, 이러한 토대에 근거하여 정치적 민주화가 성취됨에 따라 본격적으로 발달하기 시작하였다. 앞으로 시민사회의 성숙을 위해서는 국가와 시장에 대한 견제뿐만 아니라, 공공서비스생산에 대한 역할과 시민적 규범의 확립이 필요하다.

영문 초록

Today, There is a hot discussion on civil society in the world, both on the left and on the right, or not only in the developed countries but also in the developing ones. In Korea, civil society came on the stage as a key word in analyzing social problems and presenting alternative plans. Then, what is civil society, from when has it been builded, and in what level is it now in Korea? This paper attempts to build the conceptual framework of civil society and, on the basis of it, to historically explore the formation of civil society in Korea. Civil society in Korea is a multidisciplinary concept with diverse conceptual elements such as legal and institutional mechanism for civil right, monitoring and checking state and market power, producing and providing public services, and self-legitimacy for civic norms. As a result of historical exploration, I could bring to a conclusion that Korean civil society has been builded from the 1960s and developed in full-scale after the late 1980s. In this point, the development of Korean civil society was influenced by the physical basis of capitalism in the first and by political democratization in the second. In the future, Korean civil society needs not only its roles against state and market power but its roles for providing public services and establishing civic norms for its maturity.
