국문 초록

9 ·11 사태를 계기로 급속히 확산되고 있는 이슬람권의 반미 저항운동은 소비에트 체제 해체 이후 세계 국제질서의 재편과정에서 발발한 종교와 문명을 기축으로 하는 새로운 냉전 질서에 편승하여, 전통적으로 반서구 감정이 강한 비서구권으로 심리적 지지 세력이 확산되고 있다. 이러한 국면이 지속된다면 장기적으로는 국제적 반미 및 반서구 심리적 프롤레타리아 운동으로 확산될 가능성이 높다. 한편, 이러한 네거티브 국제환경이 가속화되면서 국제NGO 활동의 앙상은 크게 변화하고 있다. 전통적 서구 NGO 들의 활동은 크게 제한받고 있으며 갈수록 그 활동영역은 축소되고 있다. 또한 단체와 지원의 외형적 규모에도 불구하고 서구 NGO 활동의 효율성과 성과 역시 재평가 받아야 할 상황에 봉착해 있다. 이러한 환경변화에 따라 최근 비서구권 NGO, 특히 한국 NGO의 역할이 크게 기대되고 있다. 실제로 1991년 소련 해체 이후부터 시작하여 최근 몇 년 동안에 금융위기로 인한 IMF 관리체제의 어려움에도 불구하고 한국NGO들의 해외 구제 봉사활동은 갈수록 증대되고 있다. 그 이유는 1980년대 후반에서 시작하여 1990년대 10여 년 동안의 동아시아의 환경변화, 즉 경제적 성장, 정치적 개혁, 그리고 세계화의 영향으로 보인다. 특히 9·11 사태로 야기된 아프가니스탄 전쟁과 이라크 전쟁이후 서구 NGO활동이 크게 제약받고 있는 상황에서 이 지역에서의 한국NGO 활동의 활약상은 매우 높게 평가되고 있다. 그러면서도 역사가 짧은 한국 해외NGO들의 취약점 또한 적지 않다. 본 논문에서는 전후 이라크 상황을 살펴보고 한국 해외NGO들의 활동상황을 평가하고 현재 한국NGO들이 당면하고 문제와 과제들을 살펴봄으로써 앞으로 한국NGO 발전을 위한 방안을 모색해 보는 것을 목적으로 한다.

영문 초록

After the collapse of the Soviet Union, Anti-American islamic resistance movements rapidly proliferated due to the 9·11 incident, jump to the new cold-war world order which has been formulated and affected on the ground of religion and civilization issues. This movements have been continually gaining the psychological supports of Non-Western countries, which were traditionally against the Western hemisphere. If they continue to grow internationally in the long run, this would more likely put a fire on the spread of psychological proletarian movements with anti-American and anti-Western spirits. Due to this acceleration of negative aspects, international NGO s activities are affected in a great volume. The western style NGO activities have been significantly limited and the range of their activities has also been greatly reduced. Despite of its magnitude of their size and appearance, it is largely considered that their effectiveness and efficiency of the western NGO s activities need to be re-evaluated. Along with this current changes, the roll of non-Western NGOs, especially those of Korean NGOs are greatly expected. Actually, the international relief activities of the Korean NGOs have been increased recently, even though Korea had suffered from the so-called IMF financial crisis for recent years. It may be because of the 10 years of change in East-Asia social environments, which was begun in the late 80 s throughout 1990s. Korea s economic growth, political reform and globalization policy generated the yields. In particular, the activities of Korean NGOs in Afghanistan and Iraq are now very highly evaluated in considering the situation that those of western NGO s were very limited in these regions after the Afghan and Iraq Wars. On the other hand, there are some weaknesses and vulnerabilities in Korean NGOs because of their short history and lack of experiences. This paper will overview the effects on the post-Iraq War situation, and evaluate the activities of Korean NGOs. Furthermore, by scrutinizing the current issues and confronting problems ahead of them, it will also provide the ideas and proposals for developing and enhancing Korean NGO s activities.
