국문 초록

지난 1980 년대 말 권위주의 붕괴에 큰 역할을 했던 한국학생운동은 지난 1990년대 이후 줄곧 쇠퇴의 과정을 겪어왔으며 최근 전국대학의 3/4 가량에서 비운동권출신이 학생회장에 당선되는 등 학생운동권의 영향력은 크게 퇴조하였다. 이 논문은 오랜 역사성을 갖고 사회변혁에 선도역할을 했던 한국학생운동이 이렇듯 퇴조한 원인을 냉전의 종식과 정통성 있는 민간정부의 출헌 등 외적 환경의 변화와 함께 한총련으로 상징되는 비대해진 학생운동권이 교조화와 관료화 과정을 거치며 일반학생들로부터 대중성을 상실한 내적 요인을 지적하고 있다. 집권세력의 절차적 정통성 문제가 해결된 한국사회에서 학생운동의 퇴조는 불가피하다고 하겠다. 하지만 한국학생운동은 전세계적으로 유사한 사례를 찾기 힘들 정도로 오랜 역사를 가지고 있으며 운동주체인 학생들의 희생에 바탕을 둔 민주화라는 성과를 거두기도 했다. 따라서 이러한 정치문화에서 학생운동이 완전히 소멸되리라 전망하기란 쉽지 않다. 그럼에도 불구하고 최근 운동권의 몰락과 학생운동의 퇴조는 내적 모순에 기인하는 먼이 많다고 하겠다. 한국사회의 제도적 합리성이 확립되고 완전한 사회통합을 이루기 전까지 제도권 밖의 저항세력이 존재할 현실성과 당위성이 있다고 한다면 그 수준에 이르기까지 학생운동이 다시 살아날 가능성은 상존한다고 하겠다. 이 논문은 학생운동이 일반학생의 대중성을 다시 확보하기 위해서는 과거 부정적 사고에서 긍정적 사고로의 전환, 사회변혁에 주력하는 학생운동의 개혁주의모델에서 일반학생들의 집단이익을 고려하는 조합주의모델을 접목한 절충형 모델을 그 방향으로 제시하고 있다.

영문 초록

The Korean student movement, which played an essential role in the fall of authoritarian regime in the late 80s, has been on a downward path since the 90s and lately, as shown in the fact that 3/4 of the student presidents are non-ideologically oriented activists, its influence in the student movement has decreased greatly. This paper points the reason the Korean student movement with its long history, which played a leading role in political change, is now on ebb externally to the end of the Cold War and the appearance of a legitimate civil government and internally to losing popularity among the common students because of the dogmatization and bureaucratization of the now corpulent student movement which is symbolized by the Korean Student Federation. The decline of the Korean student movement was inevitable when the problem of the procedural legitimacy of the ruling group and government was solved. But the Korean student movement has a long history which even a similar example is difficult to find throughout the world and also has the result of a democracy based on the sacrifice by students who were the main body of the movement. In a political culture like this, it is not easy to predict that the student movement will cease to exist completely. But despite these facts, the collapse of the ideologically oriented activists and the decline of student movement is rooted deeply in its internal contradiction. Before the Korean society establishes institutional rationality and achieves social integration the extra-parliamentary resistance force has the probability of becoming strong again. This paper presents that in order for the student movement to gain popularity among common students they should convert from the past negative thinking to positive thinking and find a compromised model which graft together consideration of the collective interest of common students and a corporatist model rather than the reformist model of the past which focuses on social change.
