일본 창조산업 정책의 동향과 시사점

국문 초록

창조경제에 대한 국민적 관심에도 불구하고, 박근혜 정부가 이를 정책기조로 제시한 이래 1년이 흐른 지금까지, 그 지향점과 로드맵에 대해 의구심을 갖는 이들이 적지 않다. 로드맵을 구체적으로 보면 아이디어를 통한 창업, 벤처ㆍ중소기업의 해외 진출과 역량 증대, 기초ㆍ원천기술 개발을 통한 성장 도모 등이 강조되고 있으며 이는 정책의 방향이 기술과 창업 중심의 소규모 경제 영역 활성에 집중되어 있음을 시사한다. 하지만 이러한 정책이 과연 창조 경제와 관련된 다양한 영역을 포괄하고 있는지에 대하여 의문이 제기된다. 뿐만 아니라 정부가 제시하는 로드맵 속에 우리 경제의 현주소에 대한 심층적인 접근과 이해가 녹아든 것인지도 의문이다. 반면 일본의 경우 장기불황을 벗어나기 위한 경제성장의 신 동력으로 소프트 파워를 인식하고 이를 중심으로 각 경제 영역이 안고 있는 현안들을 정확히 진단하여 정책을 수립ㆍ발전시켜 왔다. 이에 본고에서는 일본의 창조산업과 관련된 정책의 동향을 심찰(審察)하고, 그 시사점을 도출해 한국형 창조경제의 수립과 실천을 위해 선행되어야 할 정부 차원의 조치들이 무엇인지를 고찰해 보고자 한다.

영문 초록

It has been over a year since Park Keun-hye administration announcedplans for creative economy. People have paid attention to the economicparadigm. Nevertheless, there are intention point and road-map of thepolicies in constancy. A road map suggested by the government hasfoundation based on idea, overseas expansion and increase of ability ofventure, medium and small business, and plans for economic growth basedon basic original technology. According to the suggestion, we can see thatdirection of the policies focuses on activation of a small scale of economicfield in which technology and foundation are emphasized. However, a question of whether these policies cover diverse fields thatare relevant to creative economy can be raised. In addition. it may be askedwhether in-depth approach and understanding to current circumstances ofeconomy are reflected in the road map suggested by the government. Incased of Japan, they take soft power to brand new driving force ofeconomy growth. Based on this, policies associated with creative industryhave been established and developed be getting to the core of the currentcircumstance in economy fields. In order to suggest what political endeavor is required for Korean creativeeconomy, this study draws implication, thoroughly analyzing the politicaltrend related to creative economy in Japan.
