제주 승마장 활성화 방안

국문 초록

중앙정부는 자유무역협정시대에 위기에 처해있는 농가의 새로운 수익원 창출을 위해 말산업을 주목하고 말산업육성법을 시행하였다. 이의 일환으로 예부터 말산업의 중심지 역할을 해온 제주도를 말산업특구로 지정하고 차세대 성장동력으로 육성하고자 노력하고 있다. 말산업은 선진국들의 사례에서 볼 때 단순한 1차 산업이 아닌 문화콘텐츠와 결합되어 새로운 문화상품을 창출해 내며 관광, 고용창출 등 연관산업에 큰 영향을 미치는 고부부가치산업으로 변모하고 있다. 그러므로 말산업을 단순히 산업적 측면에서만 바라보고 인프라적 확충에서만 그치는 것이 아니라 콘텐츠적 관점에서의 방안 모색이 필요한 시점이다. 그러나 현재의 경마위주의 국내산업구조는 고부가가치 산업으로 발전하고자 하는 말산업의 발전을 더디게 하고 있어, 이의 대안으로 다양한 프로그램으로 재창조할 수 있는 승마가 중심축으로 전환되어야하는 필요성이 제기되고 있다. 이를 위해서는 승마의 가장 기본적인 인프라인 승마장을 중심으로 한 활성화 방안이 모색되어져야 하며, 특히 천혜의 자연환경과 관광자원을 보유한 제주도는 말문화 형성을 통해 21세기 말산업의 성공사례를 창출할 수 있을 것이다. 이는 타 지역으로의 파급효과를 이끌어 낼 수 있으므로 그 중요성이 더해지고 있다. 본 연구에서는 제주도 승마장의 한계점을 진단하고 문화적인 관점에서 제주도 승마장을 활성화할 수 있는 방안을 살펴보고자 한다.

영문 초록

Korean Government has noted horse industry to create new sources of revenue of agricultural industry at stake in an era of free-trade pacts and enforced ‘Horse Industry Promotion Act’. As a part of this law, it was designated Jeju Island as the ‘Horse Industry Special District’, which has played roles of center of horse industry a since long time ago and put in effort to forster as new growth engine in next generation. In case of developed countries, Horse industry is not only that of primary industry but changed value-added industry created cultural product in combine with contents and effected related field such as tourism, job creation, etc. Therefore, it is time to seek the ways in cultural view not only to see the industrial aspect to expand infrastructure. But current domestic situation is centered horse-racing industry and cause slow development to became value-added industry. It is urged the needs for changing industrial structure to center horse-riding industry which is possible to be recreated various program. For this, it should be built up the revitalization strategy for horse-riding course, the basic infrastructure of horse back riding. Especially, Jeju island, which has great wealth of tourism assets, is possible to create successful case to lead horse industry in 21st century and that will have ripple effect on the other region. This research diagnose limitation of horse-riding course in Jeju and suggest revitalization strategies from cultural perspective.
