범람하는 거버넌스에 관한 小考

국문 초록

다양한 주체들이, 다양한 영역에서, 다양한 관점으로 거버넌스를 이야기한다. 교육 영역에선 전통적인 거버넌스의 주체인 민과 관 사이를 학이 비집고 들어와 당당한 주체로 참여하고 있고, 행정, 정치, 문화, 복지 등 다양한 전문사회학(professional sociology) 영역에서도 거버넌스를 어떻게 정의하고 적용할지 고심하고 있다. 거버넌스는 진보와 보수가 추구하는 가치를 넘어 거스를 수 없는 대세가 되었다고 보아도 무방할 것이다. 옳고 그름의 가치를 떠나 많은 사람들이 이야기하는 거버넌스가 하나의 방향으로 수렴되면 좋겠지만, 불행하게도 그런 것 같지는 않다. 거버넌스에 참여하고 있는 모든 주체들이 자신의 입장을 담아, 자신이 주로 활동하고 있는 영역에서, 자신에게 익숙한 거버넌스를 이야기한다. 인간은 두 차례의 세계대전을 통해 절대이성을 추구하며 신을 대체하려 했던 오만에서 벗어나 스스로 부실한 인간임을 깨닫게 되었다. 서로 다른 영역(주로는 국가와 시장)에서 전문성을 키워온 부실한 인간과 인간이 불확실성의 문제를 해결하기 위해 시작한 거버넌스를 부정적으로 볼 이유는 없다. 하지만, 절박한 필요성에 의해 시작한 거버넌스가 충분을 넘어 범람하는 지경에 이르렀다면 한 번쯤 멈춰 서서 지나온 길을 돌아볼 필요가 있다. 이 글의 목적은 다양한 전문사회학이 가지고 있는 입장에서 벗어나 공공사회학(public sociology)의 관점으로 범람하고 있는 거버넌스를 진단하는 것이다. 이 시도가 다양한 영역에서 의심과 주저함 없이 굴러가고 있는 거버넌스에, 그리고 거버넌스가 당면한 문제의 해결을 위해 작동하는데 조금이라도 도움이 되기를 기대한다.

영문 초록

Various stakeholders talk about ‘governance’ from different perspectives, in different domains. In the field of education, the education experts have squeezed in between the people and the government, the main stakeholders of traditional governance, and are participating as a confident entity. Also, in various areas of professional sociology including administration, politics, culture, and social welfare, people are searching for ways to define and apply governance. It is safe to say that governance has become an irresistible trend that beyond the values pursued by progressives and conservatives. It would be nice if governance that many people talked about would converge in one direction, regardless of the value of right and wrong, but unfortunately it doesn’t look that way. Every subject involved in governance talks about governance that is familiar to him, in the area where he is mainly active. Through the two World Wars, man has come to realize that he is a poor man himself, breaking away from the arrogance of seeking absolute reason and trying to replace God. There is no reason to look negatively at this situation that a group of imperfect people and the other imperfect who have developed each other’s respective expertise in different areas(mainly the state and the market) are talking about governance to address the problems of uncertainty. However, if governance that began with desperate needs are now on the verge of overflowing, we’d better stop and look back. This article is written to diagnose the overflowing governance from the perspective of public sociology, away from the positions of various professional sociology. It is hoped that this attempt will help governance, which is rolling without doubt and hesitation in various areas, and that governance will work to solve the problem at hand.
