국문 초록

본 연구의 목적은 한국의 협력적 거버넌스 운영요소인 분석지표를 개발함으로써 한국의 거버넌스를 제대로 정착하는 토대를 마련하는 것에 있다. 이러한 목적을 달성하기 위해 기존의 연구들을 통해 협력적 거버넌스의 구성요소를 고찰･분석하고, 한국사회에 적합한 새로운 협력적 거버넌스 분석지표를 개발하였다. 기존의 다양한 연구들에서 제시하고 있는 협력적 거버넌스의 분석지표와 현장에서 필요한 분석지표들을 정리해 본 결과, 구체적인 협력적 거버넌스의 분석지표로, 물리적 조건(협력의 필요성인식, 상호의존성, 전문적 지식, 자원확보 능력, 참여인센티브), 공동체 속성(권력과 자원의 불균형 해소, 갈등의 해결능력, 실패경험, 적절한 네트워크의 존재여부, 문제의식 공유), 제도적 장치(법적 환경, 관리지원체계, 감시제도, 책무성 확보, 역할분담), 상호작용(동의형성, 리더십, 수평적 관계, 민주적 의사소통구조, 신뢰의 구축), 결과와 성과(공공의 가치달성, 성과평가, 피드백, 적응과 지속성, 국민적지지) 등으로 요약될 수 있다. 이러한 분석지표 개발은 한국사회에 적합한 새로운 협력적 거버넌스 운영모델을 개발･계획･운영･집행･평가하는데 기여하게 될 것이며, 현 한국의 거버넌스 현황에 대한 정확한 정보를 얻는 과정에도 도움이 될 것이다.

영문 초록

The purpose of this study is to establish the operational elements and to advance the analytical indicators on the Korean collaborative governance so as to lay groundwork for it in a right way. The collaborative governance analytical indicators suggested by a wide range of prior studies, in addition, necessarily required from the field are intensively summarized. It could be described as the analytical indicators on the detailed collaborative governance as follows: physical conditions (recognition of necessity of cooperation, interdependence, expertise, ability to secure resources, participation incentives), community attributes (levels of power and resources imbalance, levels of conflict, experiences of failure, existence of appropriate networks, sharing of problem consciousness), institutional arrangements (legal environment, management support system, surveillance system, accountability, role sharing), interaction (consensus formation, leadership, horizontal relationships, appropriate communication structures, building trust), results and outcomes (public value achievement, performance appraisal, feedback, adaptation and sustainability, and national support) are components of these indicators. The development of such analytical indicators will not only contribute to the planning, operation, execution and evaluation of the new collaborative governance models appropriate for Korean society, but will be helpful to get the accurate information on the current situation.
