국문 초록

지방정치의 역할 증대와 효과적인 지방자치에 있어서 지역 주민의 정치참여는 매우 중요한 요인이다. 지역 주민의 정치참여는 지방선거가 대표적이다. 지방선거에 대한 지역 주민이 느끼는 효능감은 지역 주민을 대표하는 지방의회의 권력구조에 기인할 수 있다. 따라서 본 연구는 지방의회 권력구조가 지역 주민의 정치참여에 미치는 영향관계를 패널회귀분석으로 규명하고자 하였다. 이를 위해 허핀달 정부지수(Herfindahl index of government) 산출방식을 사용하여 지방의회 권력구조 형태를 파악하고 그에 따른 지역 주민의 지방선거 참여 정도를 측정하였다. 분석결과, 독점적인 지방의회 권력구조는 지역 주민의 지방선거 참여율을 저해하는 것으로 나타났다. 이러한 결과는 특정 정당에 의해 독점적인 지방의회 권력구조가 형성되면, 의회내 정책적 의사결정 및 주민반응성에 대한 민감도가 저하되고, 그에 따라 주민들에게 지방의회 활동이 부정적으로 인식되어 투표참여에 부정적인 영향을 미칠 수 있음을 시사한다. 따라서 지역 주민의 선호를 다양하게 반영하고 지방정치를 활성화시키기 위해서는 지방의회 권력구조의 다원화가 필요함을 주장한다.

영문 초록

Increasing the role of local politics and the political participation of local residents in effective local autonomy are crucial factors. Local elections are typical of local residents participation in politics. The local residents feel that local elections are effective because of the power structure of local councils that local residents represent. Therefore, this study tried to find out how the power structure of local councils affects local residents participation in politics. To this end, we used the Herfindahl index of government calculation method to grasp the form of power structure of local councils and measure the degree of participation of local residents in local elections. According to the analysis, the monopolistic power structure of local councils hinders local residents participation in local elections. These results suggest that the formation of an exclusive power structure in local councils by certain political parties can lead to a decline in sensitivity to policy decisions and residents reactions within the legislature, which in turn can negatively recognize the activities of local councils and have a negative impact on voting participation. Therefore, this research asserts that it is necessary to diversify the power structure of local councils in order to reflect the preferences of local residents and revitalize local politics.
